Project Officer – Carbon Trading Policy

Position description

Currently, GGGI, with financial support from the New Zealand- and Ireland- funded Low Emission Climate Resilience Development (LECRD) Program, is supporting the Solomon Islands Government (SIG) to develop a Carbon Trading Policy to help the country improve access to and benefit from high-quality, high integrity carbon markets.

To support the effective, efficient, and successful implementation of the carbon trading policy project, GGGI seeks a Project Officer. Based in Honiara, the Solomon Islands, and reporting to the LECRD Program Manager in Suva, Fiji, the Project Officer will be responsible for leading the project’s implementation, coordinating stakeholders, ensuring alignment with national policies and international carbon market frameworks, managing timelines and resources, and driving the development of a robust and inclusive carbon trading policy that supports inclusive sustainable development and climate resilience.

PURPOSE

The Project Officer will oversee the planning, execution, and monitoring of project activities, ensuring milestones are met, resources are managed efficiently, and budgets are adhered to. They will lead cross-functional teams, maintain effective communication with stakeholders, and address any issues or risks that arise.

Additionally, the Project Officer will ensure the final deliverables meet GGGI and donor quality standards, maintain accurate project documentation, and conduct post-project evaluations to drive continuous improvement.

ENGAGEMENT

• Collaborate with and support the LECRD Program Manager, project team, and government counterparts to ensure alignment with project objectives;
• Engage with development partners, donors, GGGI country teams and regional organizations to leverage technical expertise and resources;
• Facilitate inclusive multi-stakeholder consultations, meetings and workshops to inform the development of a carbon trading policy for the Solomon Islands;
• Establish partnerships with academic institutions, civil society organizations, and the private sector to advance the project initiatives;
• Take proactive measures to enhance Gender Equality and Social Inclusion (GESI) by ensuring meaningful participation of women, youth, and marginalized groups in policy discussions, capacity-building activities, and decision-making processes;
• Represent GGGI in technical forums, conferences, and events to showcase project achievements and share best practices;
• Coordinate with Carbon Pricing Unit in a timely manner for project updates and support on development of Article 6 and carbon-specific deliverables and training program content.

DELIVERY

• Support the Program Manager in ensuring that all project activities are implemented according to the established timelines and deliverables;
• Assist in the preparation and submission of periodic project reports, including technical progress, financial updates, and other project documentation;
• Oversee coordination of logistical arrangements for all project-related events, including stakeholder meetings, workshops, and training sessions;
• Monitor project activities and budgets, ensuring that expenditures are in line with the project’s financial plan;
• Ensure proper documentation and record-keeping of project activities, including reports, meeting minutes and communications;
• Support the development and delivery of key project outputs, ensuring quality and compliance with GGGI standards;
• Work closely with the project team to ensure all project milestones and objectives are met in a timely and efficient manner;
• Work closely with other project teams and contribute to the country program where it is required;
• Keep Country Representative informed and updated.

Qualifications

QUALIFICATIONS

• Advanced degree (Master’s or higher) in Economics, Environmental or Natural Resource Management, Climate Change Policy, Environmental Studies, Public Policy, Sustainable Development, or a related field. Extensively demonstrated professional experience in carbon markets, climate finance, and policy implementation can complement a related Bachelor’s degree;
• At least 7-8 years of professional experience in project management, preferably within the areas of climate change, environmental sustainability, or development projects;
• Proven experience working with government institutions, international organizations, or non-governmental organizations (NGOs), particularly within the Solomon Islands, is highly desirable;
• Experience in integrating Gender Equality and Social Inclusion (GESI) considerations into project planning, implementation, and stakeholder engagement, ensuring that marginalized groups, including women and youth, have equitable opportunities to participate in and benefit from climate-related initiatives;
• Demonstrated proficiency in Solomon Islands Pijin is highly advantageous, alongside fluency in English which is mandatory;
• Strong written and verbal communication skills, with the ability to engage effectively with diverse stakeholders;
• Proficiency in Microsoft Office applications (Word, Excel, PowerPoint), with experience in managing project documentation and reporting.

• Proven ability to support project coordination activities, including logistics, budget monitoring, and report preparation;
• Experience in organizing meetings, workshops, and training sessions, including coordinating logistics and managing event-related documentation;
• Familiarity with project management tools and methodologies to track milestones and deliverables;
• Demonstrated attention to detail, ensuring accuracy in project documentation, financial tracking, and reporting.
