Context:

Established in 1951, the International Organization for Migration (IOM) is a Related Organization
of the United Nations (UN), and as the leading UN agency in the field of migration, works closely
with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to
promoting humane and orderly migration for the benefit of all. It does so by providing services
and advice to governments and migrants.

Under the overall supervision of the Senior Field and Programmes Coordinator and the direct
supervision of the Programme Manager Cash-Based Initiatives (CBI), the Project Officer
(Cash-Based Initiatives) will assist with the development and delivery of cash and voucher
responses. Specifically, the Project Officer (Cash-Based Initiatives) will participate in feasibility
assessments and delivery mechanism selection based on findings, market analysis, delivery of
cash and/or voucher assistance in targeted areas, and building the capacity of staff.

Core Functions / Responsibilities:

  1. Support the supervisor in integrating CBI into operational plans and strategies to efficiently meet programme objectives and liaise with technical sectors.
  2. Participate in the technical design and delivery of CBI.
  3. Contribute to the development of technical guidelines and standard operating procedures for CBI, inform and support project planning, design and implementation, considering the local context and available technologies, in line with IOM’s policies and procedures for cash-based programming.
  4. Support in the implementation of needs assessments to select, design, and implement appropriate cash and voucher modalities.
  5. Support in the implementation of market assessments and price monitoring for key commodities, based on identified needs for programmes.
  6. Oversee other programme support staff involved in the planning and management of cash and voucher transfers, and provide training and technical guidance in their work.
  7. Assist the supervisor and other relevant colleagues in identifying adequate delivery mechanisms and financial service providers, to ensure efficient and effective implementation of CBI.
  8. Closely coordinate with the Monitoring and Evaluation colleagues to check that relevant output and outcome indicators for CBI are systematically being collected and analyzed, in a manner that will help to determine the efficiency and effectiveness of CBI delivery as well as the appropriateness of the choice of modality and delivery mechanism.
  9. Support the assurance that cash and voucher distributions are properly documented and meet technical quality, accountability, and protection standards in compliance with donor regulations.
  10. Facilitate protection mainstreaming and streamline cross-cutting issues, such as Gender-Based Violence, Disability Inclusion, Child Protection, and Accountability to Affected Populations, in all CBI activities.
  11. Maintain close contact with relevant partners and coordination mechanisms engaged in CBI activities, keeping them fully informed of the status of IOM activities, and participate in national-level dialogue with governments, donors, and other stakeholders on CBI.
  12. Undertake visits to view project sites and meet beneficiaries to verify that progress is made in the achievement of project objectives.
  13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Economics, Social Sciences, Political Science or a related field from an
accredited academic institution with two years of relevant professional experience; or,

• University degree in the above fields with four years of relevant professional experience.

Experience

• International experience in cash programming in humanitarian contexts, preferably across multiple sectors, including experience in emergency and conflict environments;

• Experience liaising with governmental authorities, other national and international institutions and non-governmental organizations (NGOs) and building effective local partnerships including with the private sector;

• Experience coordinating activities across locations and reporting;

• Strong experience with assessment tools and systems; and,

• Previous experience working in an international organization and knowledge of the UN is essential.

Skills

• Ability to timely understand the organization’s structure and portfolios;

• Proven computer literacy, in particular knowledge of Excel is a must;

• Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds;

• Demonstrated flexibility and creativity in planning and problem solving and ability to plan ahead and stress-resilient;

• Demonstrated interpersonal skills and strong communication skills;

• Analytical skills, observation and analysis capacity; and,

• Knowledge of sphere standards and other training in humanitarian response preferred.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of Arabic is highly desirable and/or another official UN language (Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

This will be verified as part of the medical clearance process.
