The Section for Teacher Development (TED) garners the synergy between UNESCO resources on teachers and those of the network of the International Task Force on Teachers for Education 2030 to support member states and other partners in the implementation of activities to achieve the target 4.c of SDG 4. It promotes clear understanding of the multiple and interconnected dimensions of teacher issues, as spelt out in the Incheon Declaration, among education stakeholders at global, regional and national levels through research and knowledge sharing. It provides policy advice and technical backstopping, as well as strengthen national capacities for the elaboration, the implementation and the monitoring of gender-sensitive, evidence-based, comprehensive teacher policies.

The International Task Force on Teachers for Education 2030, also known as the Teacher Task Force, is a unique partnership created in 2008 to advocate for teachers and the teaching profession around the world. It is dedicated to raising awareness, expanding knowledge and supporting countries towards achieving target 4.c of SDG 4. The Teacher Task Force is hosted by UNESCO at its Headquarters in Paris.

Under the overall authority of the Assistant Director-General for Education (ADG/ED) and the Director of the Division of Policies and Lifelong Learning and direct supervision of Chief of Section of Teacher Development/Head of the Secretariat of the International Task Force on Teachers for Education 2030, and in close collaboration with the Education Sector Communications and Knowledge Management Team, the Project Officer (Communication and advocacy) will perform the following functions:

Duties and requirements:
 
Communications:

  • Coordinate the Teacher Task Force Knowledge Platform content management for it to be regularly updated, translated, populated and its visibility ensured. 
  • Manage the social media channels including the coordination of content creation, strategizing, monitoring and reporting. 
  • Coordinate the content creation and dissemination of public information materials (press releases, feature articles, forewords, blurbs) on teachers, teaching and learning as they relate to Education 2030 Agenda and teacher-related targets in Sustainable Development Goals. 
  • Work closely with the UNESCO Communications and Knowledge Management Team (ED/COM) and the Division for Communications and Public Engagement (CPE) for synergy of advocacy efforts
  • Commission and manage content for multi-media materials such as videos and infographics, prepare briefings for external consultants such as video-makers and photographers.
Advocacy and visibility:  
  • Lead in the conceptualization, planning and implementation of communication and advocacy strategies of the Teacher Task Force and its advocacy initiatives.
  • Participate in monitoring and evaluating the impact of strategies and activities and initiatives in support of governance and fundraising. 
  • Support planning for section presence at key events including conferences and other global opportunities for exposure through communications plans and products, and input to strategic discussions on plans for mobilization at conference and global events. 
  • Ensure the visibility of Teacher Task Force events and initiatives with tailored communication assets and targeted dissemination of the key messages.
  • Mobilize Teacher Task Force members and UNESCO partners for advocacy, knowledge sharing and visibility, to set the agenda on teachers.
  • Monitor media and social media coverage, and report periodically on resulting overall visibility of the Teacher Task Force.
  • Coordinate the development of tools for advocacy.
Knowledge management:
  • Participate in the creation of the publications plan submissions and liaison with ED/COM and CPE.
  • Provide oversight for managing the design, production, and legal agreements, ensuring copyrights, translation and publication of all publications and communications materials, with input from other colleagues in the Section.
  • Participate in strategizing the knowledge products content, structure and releases. 
  • Oversee the management and production of knowledge products in multiple language versions. 
  • Oversee the effective management of hardcopy publications and dissemination, and monitoring of use of publications.
  • Plan for and supervise staff and external service providers working on communication, advocacy and production.  
Required Qualifications:

Education:

  • Advanced university degree (Master or equivalent) in education, social sciences, communication or related areas.
Work Experience:
  • Minimum 4 years of progressively relevant experiences in communications and advocacy, of which preferably 2 years acquired at the international level.
  • Proven experience in complex publication production in English and/or French.
Languages:
  • Excellent knowledge (written and spoken) of English or French and good working knowledge of the other language.
