Position description

Under the overall supervision of the USRAP Global Coordinator, the Senior Program Advisor and direct supervision of USRAP Oversight Officer, and in close coordination with the Regional Monitoring and Evaluation and Risk Management Officer at the Regional Office and relevant Units at Headquarters, the Project Officer (Compliance, Monitoring and Evaluation) will be responsible for providing technical, logistical and administrative support for aspects of projects/programmes/strategy Monitoring and Evaluation (M&E), the development and implementation of the M&E system that strengthens monitoring and evaluation activities,  data collection and analysis, and reporting to facilitate learning, and for recommending continuous improvements, where necessary

RESPONSIBILITIES

1.   Supervise M&E support activities assigned to other staff to facilitate comprehensive and detailed coverage of project/programme/strategy M&E activities, including compliance monitoring through all stages of implementation. Maintain and adjust the overall project/programme/strategy Monitoring and Evaluation frameworks in close coordination with the USRAP Oversight Officer. Monitor compliance of M&E arrangements with donor requirements.

2.   Draft regular monitoring reports and monitoring briefs to be shared upon finalization with relevant stakeholders, such as donors/UN agencies, and coordinate with the relevant units with regards to utilization of M&E findings in Public Information materials. Ensure that monitoring data and reports are uploaded in relevant systems, and ensure maintenance and updating of said systems. Provide technical support and inputs for the preparation of monthly, quarterly, or annual project/programme/strategy and monitoring reports, participatory impact assessments, process and operations monitoring, real time, and midterm and final monitoring/evaluations and lessons learned workshops.

3.   Contribute to and coordinate the development of USRAP standardized data collection tools and methodologies for data analysis. Recommend the format for performance reports in line with M&E guidelines and donors requirements, review and analyze the monitoring reports and targets, highlight the causes of potential bottlenecks in implementation and recommend corrective measures, where necessary.

4.   Assist with the planning and coordination of annual monitoring visits, including data collection, analysis and reporting, as well as coordination between and across global offices. Participate in coordinating USRAP efforts across field offices, units and the USRAP Global Coordination office in Washington DC. Collaborate with IOM/USRAP units, including country offices, and implementing partners on both quantitative and qualitative monitoring aspects to provide relevant information for performance management, donor reporting, and for complying with IOM’s institutional monitoring and reporting requirements. Support coordination efforts with IOM HQ units/divisions.

5.   Participate in identifying and assessing risks during the regular monitoring of project activities, and where appropriate ensure that associated Project Risk Register Matrix, Risk Treatment plans are monitored and regularly reviewed. Provide thematic guidance and information to Fraud Prevention and Ethics Committees (FPECs) located in field offices.

6.   Facilitate the implementation of programmatic compliance requirements as stipulated in programmatic guidance. Support strengthening of USRAP standardization of USRAP approaches, including global compliance culture, maintenance of USRAP global compliance Terms of References, and duty lists and post descriptions. Provide technical support to USRAP global compliance functions.

7.   Participate in USRAP global Compliance Communities of Practice activities, including monthly meetings, maintaining the compliance SharePoint, contributing to the development and updating of tools and mechanisms, and compliance knowledge management. Maintain compliance related tools and in close coordination with the USRAP Oversight Officer, review and update programmatic guidance documents, including guidance notes and SOPs, on a quarterly basis.

8.   Contribute to and facilitate the development and maintenance of USRAP real-time monitoring system, the regular sharing of M&E findings with relevant stakeholders and other IOM offices and departments, and the timely discussion of M&E data/reports in the appropriate forum, including to clarify discrepancies and clear gaps. 
9.   Assist in strengthening capacity of IOM staff and partners to carry out M&E activities and compliance initiatives by providing technical inputs and training.

10.   Participate in liaison activities with external partners, UN and donors to facilitate access to M&E data to stakeholders. Undertake regular travel to the field in close coordination with relevant IOM staff and/or partners to support implementation of M&E and to discuss corrective measures when needed.

11.   Keep abreast of developments in IOM’s Evaluation and Monitoring and Results-Based Management (RBM) functions for compliance with IOM strategies and institutional monitoring and reporting requirements, including for the SRF, the IQ, PRIMA, and other regional M&E planning tools.

12.   Perform such other duties as may be assigned.

Qualifications

Education

•   Master’s degree in international relations, Political or Social Sciences, Business or Public Administration, Law or a related field from an accredited academic institution with two years of relevant professional experience; or,

•   University degree in the above fields with four years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

 

Experience

•   Good knowledge of monitoring and evaluation concepts, approaches and techniques including qualitative and quantitative data collection and analysis methods, designing data collection tools, participatory approaches, and evaluative methodologies; 
•   Experience in project/strategy development, monitoring, reporting and/or evaluation, including experience in research methodologies;
•   Experience in capacity-building activities, including design and/or delivery of trainings;
•   Experience in liaising with governmental and diplomatic counterparts as well as with national and international institutions;
•   Experience in organizing consultations, workshops and seminars with high level stakeholders;
•   In-depth knowledge of the broad range of migration-related subject areas dealt with by the Organization; and, 
•   Knowledge of UN cooperation frameworks and bilateral donor programming requirements.

Skills

•   Good data collection tool design, data collection, data analysis and reporting, writing, and research skills; 
•   Excellent skills in Excel, PowerBI, and any of the following: Tableau, STATA, Python, R, Kobo;
•   Excellent communication and analytical skills; 
•   Good judgment and initiative, ability to work with independence within assigned areas;
•   Strong interpersonal and teamwork skills; and, 
•   Ability to establish and maintain effective working relationships with people of diverse cultural and national backgrounds.

Languages

  • For this position, fluency in English is required (oral and written).

IOM’s official languages are English, French and Spanish.
