Context:

In a complex and uncertain world, the useful application of data for evidence-based policy and action is needed now more than ever. Whether it be helping displaced people find durable solutions in the face of climate change, to analysis that allows better forecasting of migration trends and preparedness—managing human mobility to contribute to sustainable development requires a data-driven approach.

The International Organization for Migration (IOM) has an abundance of information about human mobility: With offices in almost every country, IOM is trusted by its Member States for deep domain knowledge and field expertise. IOM has strategic partnerships with other United Nations (UN) agencies and stakeholders in the UN Migration Network. It works directly with a wide range of beneficiaries and enjoys a place at the forefront of data protection efforts within the UN system.

IOM established the Global Data Institute (GDI) to harness the power of its data for operations, making meaning of global migration patterns, and providing foresight. The Global Data Institute capitalizes on synergies between its two units–the Displacement Tracking Matrix (DTM) and the Global Migration Data Analysis Center (GMDAC)–and collaborates with a network of regional data specialists to illuminate the global data story of human mobility.

Under the overall supervision of the Global DTM Coordinator and the direct supervision of the Regional Project Manager (Displacement Tracking Matrix (DTM) – Regional Evidence for Migration Analysis and Policy (REMAP)) based in IOM’s Global Data Institute (GDI) in Berlin, Germany the Project Officer (DTM REMAP) will be supporting the implementation of the DTM REMAP project.

Core Functions / Responsibilities:

  1. Provide technical support and guidance for the implementation of DTM REMAP activities in Afghanistan, Bangladesh, Kazakhstan, Kyrgyzstan, Pakistan, Tajikistan and Uzbekistan when tasked by the Senior Regional Manager (DTM REMAP). All implementation must be aligned with the DTM REMAP and DTM Methodological Frameworks using the global DTM applications for data collection (e.g. DTM Data Dictionary).
  2. Support the Senior Regional Manager (DTM REMAP) in coordinating field data collection for DTM REMAP project activities and provide guidance in organizing appropriate trainings for the DTM REMAP data collection teams on issues related to DTM tools, including data collection forms, data processing protocols, data monitoring Standard Operating Procedures (SoPs) etc.
  3. Provide technical support in maintaining organized databases, DTM REMAP data analysis and reporting, when required provide necessary feedback to the Senior Regional Manager (DTM REMAP) regarding any inconsistencies or potential improvements.
  4. Support DTM REMAP capacity building initiatives by contributing to the development of DTM REMAP training, workshop and guidance materials for both regional and national DTM REMAP activities.
  5. Contribute to timely production of national and regional DTM REMAP data analysis, outputs and reports.
  6. Assist with liaison with relevant authorities, UN agencies, Non-Governmental Organizations (NGOs), think tanks, government authorities, and other stakeholders on issues relevant to the DTM REMAP project. Participate in relevant meetings.
  7. Adhere to and monitor DTM REMAP’s project activities in line with Ethical Guidelines for Data Science, IOM Data Protection Policy and Information Technology and Communication (ITC) Policies and Standards, and bring issues to the prompt attention of the supervisor.
  8. Facilitate the integration of gender perspectives and attention to specific women/girl’s and children’s rights issues (vulnerable groups) within all DTM REMAP activities and encourage the mainstreaming of cross cutting issues.
  9. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master degree in Migration Studies, Political or Social Science, Business Administration, International Relations, Law or a related field from an accredited academic institution with two years of relevant professional experience.
  • University degree in the above subject from an accredited academic institution with four years of relevant professional experience.

Experience

  • Experience in Displacement Tracking Matrix (DTM) implementation.
  • Experience in development of DTM strategic and operational planning, DTM project development, liaison with all stakeholders including government counterparts, humanitarian partners, donor agencies, and various internal IOM programme units.
  • Direct experience in the design, development, and implementation of data management cycle, from planning to reporting.
  • Experience in coordinating activities at global, regional and cross-regional level.
  • Experience in organizing DTM capacity building activities.
  • Excellent writing and communication skills, efficiency, and flexibility.

Skills

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
