Project Officer – EU Grants

Position description

The Council of Europe Development Bank (CEB) is a multilateral development bank with an exclusively social mandate from its 43 member countries. The CEB finances investment and provides technical assistance in social sectors such as education, health and affordable housing, while focusing on the needs of vulnerable people, as well as on the social dimensions of climate change and the environment.

 

The Grant Operations and New Instruments Division is responsible for the oversight and management of EU grant and multi-donor funded projects and programmes which reflect the social mandate of the CEB. In addition to project management activities, the Division identifies and designs new grant operations and innovative instruments, and implements the CEB’s EU cooperation policy.

 

The CEB is seeking an experienced Project Officer to join the New Instruments and EU Programmes Team. The selected candidate will support the CEB in the management of a growing portfolio of projects in social sectors (e.g. social inclusion, migration, housing and health programmes) implemented in one of CEB’s member countries. The selected candidate will also support the CEB in the identification and development of donor funded grant operations and new instruments. The selected candidate will work as a member of a team, widening and expanding CEB’s cooperation with donors (mostly with the European Union) and developing new and innovative instruments. They will report to the Head of New Instruments and EU Programmes and work in close collaboration with other colleagues of the Unit and, more broadly, the Division.

 

KEY RESPONSIBILITIES

 

• Project management and implementation
  • Conduct the planning and monitoring of projects, considering agreed milestones, log-frames and budgets.  Work in coordination with CEB project teams.
  • Oversee project delivery in line with contractual and financial obligations, and manage related technical assistance activities.
  • Monitor project progress through regular field visits and meetings with project staff, local authorities and beneficiaries in countries of implementation.
  • Prepare and coordinate high-level steering, technical and other project meetings, as well as the communication with the donor(s), including drafting of reports and key documentation.
  • Monitor and manage the delivery of communication and visibility activities, in collaboration with the CEB Communication Division.

 

• Development of new projects and instruments
  • Contribute to the development of new grant projects, including to the preparatory research, drafting of project proposals and applications for funding.
  • Participate in the development of new instruments, such as those combining loans and grants, in the CEB fields of action.
  • Engage in the negotiation of grant agreements and similar contracts, contribute to the drafting of contract documentation and assist in the preparation and set-up of new projects/programmes and instruments.
  • Contribute to the preparation of information and documentation required by senior management for discussions with key external stakeholders on the development of new projects.
  • Coordinate with CEB other departments in the framework of project/programmes/new instruments development and preparation.

 

• Identification of new opportunities

• • Support the CEB in the identification and development of new donor financed/co-financed projects and opportunities, including new vehicles and platforms in the CEB’s field of action.
  • Follow relevant European Commission cooperation strategies and actions with the aim to explore opportunities for new areas of cooperation as regards new instruments and projects.
  • Contribute to the effective communication channels between the European Commission and the CEB.

 

• Other responsibilities

• • Collaborate on other tasks and duties in the framework of the Division’s and Directorate’s activity.
  • Work as part of a team. Act as back-up to the team members when necessary.

 

PROFILE

Academic background: 

• Master’s degree in social sciences, economics, international development or similar.

 

Professional background:

• Proven experience (at least 4 years) in project management and implementation and budget management, preferably in the context of operations financed by donor grants.
• Experience in drafting terms of reference and management of technical assistance.
• Strong drafting and analytical skills.
• Proven ability to develop a network of contacts and establish effective working relationships quickly. Strong interpersonal skills.
• Strong conceptual and acquisition skills in development project/programme environment.
• Knowledge of and strong interest in the functioning of the EU institutions.
• Curious and willing to take initiatives, including an ability to spot opportunities.
• Ability to work effectively as a team member. Strong organizational skills and a demonstrated ability to plan, coordinate and establish priorities.
• Understanding of development banking, grant co-financing and technical assistance is an advantage.
• Experience from another international organisation, in particularly from EU institutions, is an advantage.

 

Language skills:

• Excellent command of one of the two CEB official languages (English and French), both oral and written, and knowledge of the other, with a commitment to reach a good working level.
• Knowledge of one or more other Member State language(s) is an asset.

EMPLOYMENT CONDITIONS

 

1. Initial 4-year contract (including a one-year probationary period) with the possibility of renewal one or more times up to six years and of conversion into an indefinite-term contract.

 

2. Grade and salary:

• • • A1 – A2
    • Depending on level of experience, monthly salary range starts between 5,882.9 EUR and 7,517.11 EUR, plus allowances based on eligibility, exempt of French income tax.
    • Appointment may be made at a lower grade, based on the qualifications and professional experience of the selected applicant.
    • Grades are established without any discrimination (including gender discrimination).

As an international financial institution, CEB remuneration is exempt of income tax in France. In addition, our offer includes allowances* based on family / personal situation, and medical and personal insurance.
