Context:

IOM, globally and within Iraq, is a major actor in post-conflict recovery and reconstruction, and as such is heavily involved in livelihood development and job creation programmes. IOM’s strengths lie in its field presence around the country and operational capacity to rebuild community infrastructure, conduct vocational and other trainings, providing grant funding at local level to support business development and a variety of other areas key to recovery. IOM Iraq livelihoods services cover a large scope of projects, from individual level assistance such as vocational training, on the job training, cash for work and job placement, to financial grants for Small and Medium Enterprises across Iraq under the Enterprise Development Fund (EDF).

Under the overall supervision of the Senior Programme Coordinator (Economic Recovery and Livelihoods), and the direct supervision of Programme Coordinator (Livelihoods) in Iraq, the Project Officer (Livelihoods) will be responsible for providing technical guidance and inputs under the livelihoods and job creation pillar of IOM’s programmes. They will work in close coordination with other thematic specialists in the livelihoods technical team, operations team, and other support teams to implement projects under the livelihood’s portfolio, especially the EDF.

Core Functions / Responsibilities:

  1. In close coordination with the Regional Coordinator for EDF, oversee the day-to-dayimplementation of the EDF programme and other livelihoods activities, including monitoring of budgets, progress against targets, and timely implementation of activities.
  2. Coordinate with Community Engagement Team and TRD Operations Team on communityengagement, including community messaging around beneficiary selection, community outreach, partner and stakeholder mapping, and maintenance of Complaint and Feedback Mechanisms (CFM) channels.
  3. Coordinate with TRD Monitoring and Evaluation Team, TRD Project Support Unit, and TRDPublic Information Team to produce regular, high quality livelihoods programme updates, external reports, factsheets, case studies, policy briefs and success stories as required, and ensure timely dissemination of products.
  4. Coordinate with TRD Information Management System (IMS) Team for development andmaintendance of IMS platform and beneficiary management systems for EDF and other livelihoods activities.
  5. Supervise the EDF Technical Regional Advisors for coordination of programme activities,including field asseessments, beneficiary selection, field visits, beneficiary consultations, research, trainings, and capacity building of operations staff.
  6. Support the Livelihoods Technical Team in reviewing and improving technical tools, forms,Standard Operating Procedures (SOPs), and guidance notes used for the project activities of the Enterprise Development Fund (EDF) and other livelihoods activities.
  7. Travel to project sites and conduct site assessments for implementation of project activities ofthe EDF and livelihoods activities.
  8. Provide technical review of data gathered during livelihoods programming to facilitateadherence to livelihoods methodologies and support improvements in programming. Contribute to research and project development of Ecomic Recovery and Livelihoods activities.
  9. Review, update, and provide trainings to field staff on processes and quality control issues,including sessions related to financial data, business plan drafting, survey and data collection, and activity verifications.
  10. Perform any other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Social Sciences, Environment and Sustainability, Communication, Economics, Development Studies, Business Management, Socio-Economic Development, Private Sector Development and Rural Development, or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in IOM administrative and financial management, budget monitoring, cashmanagement and internal control procedures.
  • Experience of providing durable solutions, livelihoods, and/or cash-based interventions inhumanitarian and/or development settings.
  • Experience in working in post-conflict recovery and stabilization context and/or in private sectordevelopment.
  • Experience in Monitoring and Evaluation, compliance, beneficiary data management, grantmanagement, and/or project management.

Skills

  • Demonstrated skill in data analysis using Excel and other data management softwares.
  • Demonstrated skill to supervise, train and direct staff and manage operations in complexpost-conflict contexts.
  • Demonstrated skill in developing technical tools such as forms, standard operating procedures(SOPs), guidance notes, and criteria.
  • Demonstrated skill in research and project development.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Chinese, French, Russian, and Spanish) is an advantage. Working knowledge of Arabic strongly desired.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
