Description

Duties and responsibilities:

 

This is an entry-level, professional position designed to provide substantive contribution to the Institutional Strengthening Unit and activities in the fulfillment of the mission of the Executive Secretariat of the Inter-American Drug Abuse Control Commission (CICAD), Secretariat for Multidimensional Security, and is assigned all or part of the following responsibilities.:

– Provide support in the development and strengthening of relations with key institutions and organizations according to the project area, including but not limited to: the organization and coordination of meetings, conferences, presentations, events and seminars; following-up on the development of joint activities at the local and regional levels, researching information and drafting reports.

– Research and synthesize information, participating in the elaboration of publications documenting the work of the department towards facilitating the systematization of methodologies and conceptual frameworks and their dissemination among scholars, practitioners, and other interested parties.

– Support the organization of fact-finding and needs assessment.

– Support the implementation and evaluation of the expansion of alternatives to incarceration models in the Hemisphere, with particular emphasis in those applied to women used as drug couriers.

– Participate in the formulation and execution of projects, programs, activities, and events related to institutional strengthening actions to support national drug policies, with particular emphasis, but not Organization of American States General Secretariat 2 limited to, alternatives to incarceration.

– Support the execution and accounts of assigned activities and projects, processing and following up on administrative and financial actions, including assisting in hiring human resources, purchasing equipment and supplies, travel arrangements, etc.

– Support and participate in various initiatives in furtherance of the project, including, but not limited to, drafting, reviewing, and editing for consistency and language, correspondence, reports, proposals and joint proposals, budgets, financial reports, work plans, and documents and publications, researching information, as well as maintaining various databases relating to the project.

– Research and identify potential training seminars and other programs, obtaining information regarding their requirements, operations, and procedures, drafting proposals, and following up on such, as appropriate.

– As required, provide support in the planning, fundraising, implementation and evaluation of missions, programs, projects, and activities at Headquarters and in the field, e.g. preparing/ ensuring the preparation of documentation and logistical arrangements for personnel traveling from/to country projects and programs.

– Perform other related duties as assigned, including replacing, and backstopping for others.

 

qualifications:

Education & Experience:

Essential: First University Degree in Political Science, Law, International Relations/Studies, Business Administration, Economics, or related field AND 1 year of experience including internship(s) in similar positions at national and/or international level.

 

Desirable: Experience or knowledge of the OAS mandates and priorities as related to the area of work and/or the dynamics of the Inter-American agenda and system. Prior knowledge of institutional strengthening related actions, including the development of alternatives to incarceration for drug related offenses, and the development of national drug policies, particularly in the Caribbean

 

Prior hands-on experience in the implementation of international projects, with particular emphasis in Latin America and the Caribbean.

 

COMPUTER SKILLS:

Essential: Ability to effectively work using Microsoft Office (e.g., Word, Excel, PowerPoint, Outlook, and other applications and software applicable to the area of work, such as Visio, Access, Share Point).

Languages:

Essential – Proficient in at least two of the official languages of the OAS (read, write and communicate).


Desirable –
Working knowledge of other two OAS official languages.

Personal Competencies: Client Orientation, Knowledge Sharing, Teamwork, Interpersonal Skills. Ability to clearly communicate in the languages required for the post.

– Compensation:
Professional Category: Remuneration = Basic Salary + Post Adjustment
Net of taxes for non-US citizens

US citizens tax reimbursement: US Citizens are reimbursed for most taxes paid on OAS remuneration.

– Paid Annual Leave: 21 days from 1st year. Increase to 30 days within 5 years.

– Sick Leave and Parental Leave.

– Health Insurance: OAS pays 2/3 of premium.

– Pension and Savings Plans: In addition to salary, OAS contributes 14% of pensionable remuneration to a Retirement and Pension Plan. Staff contribute 7%.

– Additional benefits (dependent on contract type): Mobilization allowance, repatriation grant, language allowance home leave travel, dependency allowance, life insurance.
