Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.
*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade.
About Better Work
Better Work is global partnership program between the International Labour Organization (ILO) and the International Finance Corporation (IFC). It aims to improve labour standards and competitiveness in global supply chains. The Programme mobilizes global brands, governments, factory owners and workers to improve working conditions, drive competitiveness and create a more equitable, more prosperous world. Better Work involves the development of both global tools and country level programs. The focus is on scalable and sustainable solutions which build cooperation between government, employers’ and workers’ organizations, and international buyers.
In Vietnam, Better Work works closely with the national tripartite partners including the Ministry of Labour, Invalids and Social Affairs (MoLISA), Vietnam General Confederation of Labour (VGCL) and Vietnam Chamber of Commerce and Industry (VCCI) to support over 500 apparel and footwear factories with a view to adapt to other sectors. The program has three components:
1) Enterprise assessments on the principles of the ILO Declaration concerning core International Labour Standards and Vietnamese labour law;
2) Enterprise advisory and training services designed to support practical improvements; and
3) Stakeholder engagement and sustainability.

In Vietnam, the Program has entered its new strategic phase (2023-2027) with significant focus on the Program’s scalability and sustained impact with greater national ownership. The partnership therefore is placed at the centre of the program’s strategic operation in the current phase.
Function
The incumbent will involve engaging and working closely with the key stakeholders including the national tripartite constituents (MoLISA, VGCL and VCCI) and other partners to ensure smooth implementation of the joint action plans which would contribute to the sustainability roadmap of the Program in the current phase. The incumbent will also coordinate, as relevant, with the Programme Unit of the ILO Country Office and related projects.
Reporting lines
The position will work under the direct supervision of Better Work Vietnam’s Operations Manager.
• Support the implementation of stakeholder engagement workplans as per assignment from supervisor
• Support the stakeholder engagement activities with specific partners as per assignment from supervisor, including possible engagement with provincial level partners
• Collaborate closely with Core Service Team to develop and implement activities to engage national and provincial stakeholders in factory supporting activities of BWV for sustainable compliance and improvements
• Draft Term of Reference, budget estimation, Implementing Agreement, Purchase Orders, and Service Contracts etc. to support the implementation of the stakeholder engagement work, as per guidance from management team and collaboration with Finance and Admin team
• Support the drafting of technical progress reports for stakeholder engagement activities, donor funding, and meeting minutes as assigned and guided by supervisor.
• Promote the inclusion of gender equality and non-discrimination in all aspects of the project.
• Any other duties as assigned by supervisor
University degree in development studies, business or other social studies or related field
At least two years of professional experience, preferably stakeholder engagement experience. Experience with industry background and development area would be advantage.
Excellent command of English and Vietnamese.
• Good communications skills, both oral and written;
• Good analytical skills;
• Familiarity with thematic issues relevant to the Program priorities, including labour issues and decent work in global supply chains, especially in the garment industry and in Vietnam; corporate social responsibility, labour governance and trade policies.
• Strong project coordination and organizational skills, ability to define priorities and deliver high-quality work on time. The incumbent must be able to work independently but also to carry out assignments following instructions and guidelines, have strong team-working and coordination skills to work with others, including information sharing and identifying where consultation or senior input and engagement is required.
• Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
