Context:

With funding from the UN Peacebuilding Fund (PBF), IOM Chad Country Office (CO) is implementing a community stabilization project in two northern regions of Chad aiming to create opportunities for dialogue between State authorities and local communities and a joint approach to the management of natural resources.

Communities in northern Chad traditionally lack of investment from the central government. Since the discovery of gold in the region many communities have been affected by the influx of gold miners, as well as illicit activities (human trafficking, smuggling of arms and drugs). The artisanal exploitation of the precious metal has led to tensions between the State and local population organized in “self-defence committees”. The project aims to provide opportunities for dialogue between authorities and local communities and to provide support to communities applying a participatory approach. The project is jointly implemented with the NGO Humanité et Inclusion (HI). In Faya, the project is known by the name of “Ngla-Ha”.

Under the overall supervision of the Chief of Mission and direct supervision of the Head of the Emergency and Transition Unit and in close coordination with the IOM Regional Office for West and Central Africa, the Project Officer (Peacebuilding) will be responsible and accountable for supporting the implementation of Chad CO’s peacebuilding project portfolio.

Core Functions / Responsibilities:

  1. Coordinate the overall implementation of the project including the oversight of the financial, logistical, administrative and technical aspects in accordance with IOM’s policies, practices and global standards as well as relevant requirements, guidelines and grant agreements.

  2. Support the coordination between the different implementing agencies in close collaboration with the donor, and ensure all project related information is shared in a timely and coherent manner.

  3. Provide information and technical guidance regarding the project to government and other stakeholders.

  4. Coordinate all internal and external narrative and financial reporting, including donor reporting, coordinate and consolidate the partner reports according to donor guidelines.

  5. Facilitate, monitor and record all coordination efforts on the ground, with partners, donors and stakeholders and communicate the project outcomes to all implementing partners in a timely manner.

  6. Supervise the implementation of the IOM component of the peacebuilding project incoordination with other national project staff of CO on the PBF projects, including all activity components.

  7. Contribute to the development of and pro-actively seek creative ways to launch communication and awareness raising activities reaching migrants and rural communities without access to cellphone networks.

  8. Closely coordinate with the Head of Faya Sub-Office the activities within the project’s geographical scope in accordance with IOM rules and regulations, this includes but is not limited to:

    – Disseminating timely project reports to the CO’s leadership;

    – Verifying requests for operational advances and recommending settlement thereof;

    – Monitoring the outputs of and technical support to incoming consultants;

    – Logistical organization of regular field visits;

    – Close coordination and liaison with United Nations Department of Safety and Security(UNDSS) on security and close linkage with the CO’s management in Ndjamena; and,

    – Coordination and supervision of relevant project components, including the preparation and supervision of clear time planning for the consultants and community mobilizers to ensure all project activities are met within the workplan.

  9. Monitor mobility dimensions within the project implementation area, maintain effective communication channels with the support services in Chad for any potential developments and provide input to mobility reporting.

  10. Maintain and update a mapping and tracking system for arising or existing conflicts or risks, recommend the inclusion of additional enhancements to include factors which may contribute to tracking displacement and root causes of trafficking, conflict and other sources of abuses or inter-communal tensions. Produce regular and concise reporting of any potential developments both in the context of the project and beyond.

  11. Promote and strictly adhere to community-based “Do No Harm” frameworks and non-violent communication principles.

  12. Organize and provide technical support to the monitoring missions, as well as donor visits, as required.

  13. Facilitate adequate and coordinated visibility and communication about the project, including through press visits, radio messaging, social media and press releases.

  14. Undertake duty travel as required.

  15. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in International Law, Conflict Studies, Development Studies, Political Science, International Relations, Social Studies or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Previous work in implementing peacebuilding activities, conduct conflict analysis, and supervising a team;
  • Experience in managing teams, mentoring and delivering trainings;
  • Experience working with specialized international agencies (UN Agencies, International Organizations, and International NGOs) is preferable; and,
  • Experience in project management, monitoring and evaluation is an asset.

Skills

  • In depth knowledge of the broad range of migration related subject areas dealt with by the Organization;
  • Knowledge of UN and bilateral donor programming;
  • Knowledge of financial rules and regulations;
  • Efficiency, flexibility, high level of professionalism and ability to work under pressure and adhere to strict deadlines;

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English and French is required (oral and written). Working knowledge of Arabic is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
