Context:

IOM in South Sudan implements a wide range of programs focused on three key areas: humanitarian coordination and support, humanitarian response and resilience, and peacebuilding, transition, and development. Humanitarian coordination and support include leading/co-leading the Camp Coordination and Camp Management (CCCM), Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH), and managing WASH and Shelter/NFI core pipelines, humanitarian hubs, and common transport services. Humanitarian response and resilience efforts include CCCM, WASH, Shelter & NFI, health, protection, gender equality and inclusion, mental health and psychosocial support, and the management of a Rapid Response Fund. Under peacebuilding, transition, and development, IOM South Sudan implements programs addressing housing, land, and property issues; transition and recovery; transhumance conflict prevention; community-based violence reduction; community development; and migration management.

As part of its community development portfolio, IOM is implementing a World Bank-funded project (Enhancing Community Resilience Project – ECRP II) that seeks to address key gaps in basic service delivery and strengthen local institutions capacity to better manage inter-communal tensions and resources across 10 counties in South Sudan. The project aims to contribute to improve access to services through the construction of community infrastructure based on the needs and prioritization of the community members.

Under the overall supervision of the Chief of Mission (COM) and direct supervision of the Senior Programme Coordinator (Community Resilience and Disaster Risk Management) in Juba, and in collaboration with relevant units, the Project Officer (Roving Engineering) will be responsible for providing technical, administrative, and logistical support for the Enhancing Community Resilience Project (ECRP) Community Infrastructure, as detailed below:

Core Functions / Responsibilities:

  1. Study the overall work program of the ECRP II infrastructure and assist in arranging required resources for the implementation of works in close coordination with the Project Officer (Tech Infra), Disaster Risk Management (DRM) Specialist and Procurement and Logistics unit of IOM.
  2. Travel to field locations and assess ongoing implementation of infrastructure programming. Recommend necessary amendments to the work implementation programs of infrastructure project after analysis of the progress on the works, recommend remedial action for challenges encountered and possible solutions within time constraints.
  3. Guide field teams for the supervision of construction works related to implementation of the ECRP II infrastructure activities including Educational and Health related infrastructures, Community infrastructures, water supply, dyke and flood mitigation infrastructure, sanitation or other infrastructure projects which are identified and endorsed.
  4. In close coordination with the Project Officer (Technical Infrastructure) and DRM Specialist, conduct field visits with relevant field team members to ascertain progress of work, inspect the quality of work, and provide necessary instruction to the Field Engineers for improvements, with the aim of enhancing quality of output and efficiency towards completion of the project.
  5. Identify needs of field supervision teams in relevant locations as planned and recommend the deployment of field teams in efficient manner for efficient supervision of work.
  6. Carefully analyze project documents including relevant drawings and Bill of Quantities (BoQs) and take necessary decisions on the ground as delegated, to ensure proper implementation of the work avoiding delays due to technical ambiguities.
  7. Closely coordinate with ECRP field teams including Head of Sub-Offices, National Operation Officers and other parallel units in the field such as CCCM, DTM, WASH, Shelter and other stake holders for the satisfactory implementation of the work, including necessary discussions and follow up activities.
  8. Provide necessary guidance to Site Assessment teams to do the ground surveys and prepare technical drawings and BoQs and summations for approvals.
  9. Carry out post construction monitoring including hand over, defect rectification, sustainability, releasing of retention and recommend remedial measures if discrepancies are noted.
  10. Perform such other duties as may be assigned by the direct supervisor.

Required Qualifications and Experience:

Education

  • Master’s degree in Civil Engineering or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • At least 2 years (4 years for bachelor’s degree holder) of similar work experience in civil engineering of infrastructure projects in the development or humanitarian sector;
  • Experience with I/NGO or UN agencies;
  • Experience in preparing drawings and BoQs and specifications;
  • Relevant experience writing reports and maintaining databases;
  • Experience in project implementation in post conflict or transitional situations;
  • Experience in adult centred curriculum development underpinned by Freirean approach and capacity building activities;
  • Experience in community-based approach in conflict management and mediation;
  • Experience with local governance, peacebuilding, mediation programming and participatory development approaches; and,
  • Work experience and knowledge of the social structures and governance systems of South Sudan.

Skills

  • Knowledge of protection standards;
  • Working knowledge of Microsoft Word, Excel, Power Point and Outlook is required;
  • Execute tasks in a timely and accurate manner;
  • Coordinates and corresponds in a clear and concise manner;

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
