This role aims to serve as the main focal point of the Global Industry Alliance to Support Low Carbon Shipping (Low Carbon GIA) within the GreenVoyage2050 Project Coordination Unit, which also functions as the Low Carbon GIA Secretariat. It is an exciting opportunity to manage IMO’s successful public-private partnership in the field of maritime decarbonization and steer the industry’s efforts and activities within the scope of the Low Carbon GIA. The incumbent will provide strategic oversight, facilitate the development of a programme of activities, provide technical expertise towards activity implementation, and manage and coordinate all working arrangements. 

Key responsibilities for the incumbent will be to ensure full project management and coordination of implementation and to provide strategic oversight of the Global Industry Alliance to Support Low Carbon Shipping and activity planning including:

developing a long-term vision and facilitate the development and maintenance of the Low Carbon GIA Workplan and programme;

develop new activity ideas with concrete outputs and deliverables, ensuring alignment within the scope and boundaries of the Low Carbon GIA and its potential risks and sensitivities;

to track and monitor the overall implementation of activities and to provide regular progress reports to the Chair of the Low Carbon GIA, and the GIA Task Force.   

Technical support and activity implementation 
Supervise and lead the delivery of activities agreed to be undertaken by the Low Carbon GIA. Review activity deliverables and outputs from a technical perspective, ensuring accuracy, and conducting independent research where required. Draft Terms of Reference for consultants and contractors, and act as Contract Manager for any external contracts relating to the work of the Low Carbon GIA.  

Provide technical advocacy among key stakeholders. 

Consult and engage with colleagues from other departments within IMO, depending on the subject matter, with a view to ensuring accuracy and alignment with IMO’s ongoing regulatory work.  

Knowledge management and record keeping 
Co-facilitate, together with the GIA Chair and Workstream Leads, all meetings of the Low Carbon GIA Task Force and Workstream, ensuring that the GIA Rules of Procedure and Terms of Reference, and Anti-trust/Competition Law Guidance are adhered to in all meetings.  

Independently manage the production and issuance of all meeting documentation including agendas, substantive documents, workstream reports, and meeting minutes. Organize consultations with the Low Carbon GIA Chair in advance of the meeting to ensure that all relevant agenda points have been captured. Prepare a comprehensive Brief for the Chair ahead of each Task Force Meeting. 

Provide regular updates to the Marine Environmental Protection Committee (MEPC) and other IMO bodies, as required, and sharing relevant outputs to Member States. This will primarily include the drafting of IMO document submissions, as well as delivering presentations on the work of the Low Carbon GIA.  

Manage the Agreement for the establishment of the Low Carbon GIA, with support from the IMO Legal Affairs Office, including the initial drafting of addenda which may be required and consult with the wider membership on content 

Communication and outreach 
Manage existing stakeholder relationships with members of the Low Carbon GIA and encourage active participation and contributions from each member. Reach out to potential new members, interested in joining the GIA, and onboard any new members, as well as new participant representatives from the existing Low Carbon GIA membership.  

Enhance communication efforts of the Low Carbon GIA to reach a wider audience and seek further opportunities to promote the work of the GIA. 

Prepare and develop communication and outreach materials for the Low Carbon GIA, including general and technical presentations, flyers, multimedia content etc. Manage existing content related to the GIA on the IMO and GreenVoyage2050 websites. Attend relevant conferences, meetings and seminars, as requested and appropriate. 

Other duties 
Undertake any other duties as required for the effective management of the project and duties requested by IMO.
