About Frontier Counties Development Council (FCDC)

The Frontier Counties Development Council (FCDC) is a regional economic bloc composed of the County Governments of Lamu, Tana River, Garissa, Wajir, Mandera, Marsabit, Isiolo, Turkana, Samburu, and West Pokot in the aftermath of devolution. Registered formally in March 2016, the Council promotes cooperation, coordination, and information sharing between Counties to strengthen devolution, to enhance socioeconomic development, and promote peaceful coexistence among its members.

FCDC is mandated to support national and county governments’ advocacy and facilitate the review and the integration of relevant policies, mainly those directly affecting frontier counties, to ensure better collaboration among concerned agencies and authorities beyond frontier counties’ boundaries and jurisdictions.

About USAID Nawiri Program

FCDC is a partner in the implementation of the USAID Mercy Corps Nawiri programme for an initial 8 months from February 1, 2024 to September 30, 2024. The overall objective of the Nawiri Programme is to reduce Persistent Acute Malnutrition (PAM) sustainably in Samburu and Turkana Counties.

The programme will leverage FCDC strategic position in engaging national and county governments, and technical officials from its ten member counties, which makes it an essential partner for advocacy efforts. The intended outcomes of this collaboration across FCDC counties will include increased investment in nutrition-specific and nutrition-sensitive programs informed by evidence-based analysis, strengthened policy and institutional frameworks to achieve nutrition and developmental goals, enhanced information systems for evidence-based decision-making, strengthened FCDC specialized institutions, and improved coordination of stakeholders working in the ASAL region for more significant impact.

The programme targets its enhanced national and county governments advocacy through a multi-sectoral approach targeting women and youth, Agriculture and Livestock and Governance Sectors.

Project Officer-Gender and Social Services

Objectives:

Advocate for policies and interventions that empower women and youth, promote sustainable Livestock and NRM practices, and strengthen governance mechanisms to address persistent acute malnutrition comprehensively.

Support community-based initiatives aimed at promoting women’s empowerment, youth engagement, sustainable Livestock and NRM practices, and good governance to prevent and address persistent acute malnutrition

Duties and Responsibilities:

Lead in the development and implementation of advocacy strategies and campaigns targeting women, youth, livestock and NRM, and governance issues related to persistent acute malnutrition,

Support research and analysis on existing opportunities in gender, youth, livestock, NRM, and governance with specific focus on their impact on nutritional outcomes and the mitigation of persistent acute malnutrition.

Support in organizing workshops, seminars, and dialogues designed to raise awareness and disseminate best practices in women’s empowerment, youth engagement, livestock, sustainable NRM and governance.

Foster collaboration with stakeholders from government agencies and civil society organizations across gender, youth, livestock, NRM, and governance sectors to advocate for policy reforms and the implementation of interventions targeted at mitigating persistent acute malnutrition.

Assist in the ongoing monitoring and evaluation of project activities, including the collection of relevant data, and preparation of progress reports to track impact and effectiveness.

Provide essential logistical and administrative support for project activities, including coordinating meetings, managing communication, and documenting project outcomes.

Prepare regular, insightful reports for project management and relevant stakeholder, offering valuable insights and updates on project advancements, challenges, and achievements.

Qualifications and Requirements:

Bachelor’s degree in a relevant field such as development studies, environment studies and social sciences

Minimum of 3 years of relevant technical working experience, preferably in a project-based environment.

Previous experience in project work, preferably in advocacy or community development initiatives related to women, youth, livestock, NRM or governance.

Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.

Proficiency in computer applications, including MS Office suite.

Strong organizational and time management skills, with the ability to prioritize tasks and work independently.

Fluency in written and spoken English. Knowledge of local languages is an advantage.

Duration:

The project officer position is a full-time role for initial duration of 8 months.

Remuneration will be commensurate with qualifications and experience.
