UNDP Pakistan’s Decentralization, Human Rights, and Local Governance (DHL) project is a multi-sector project aimed at strengthening federal, provincial, and local governance mechanisms against the backdrop of the 18th Constitutional Amendment (2010). The core objective of the project is to ensure inclusive service delivery in all 4 provinces of Pakistan by providing capacity development support to relevant federal ministries and provincial line departments to create an enabling environment for effective local governance and rights-based development. UNDP is in the process of implementing its model community stabilization through youth engagement in Gwadar District, Balochistan province. While keeping the key elements of UNDP’s stabilization model intact, the new project will apply a regionally contextualized approach to address community aspirations and strengthen the state-society social contract in and around Gwadar City, Balochistan Province. At the policy level, the project focuses on supporting the Gwadar district government department and entities in developing inclusive strategies to engage local communities in development programming. At the community level, the project works towards the social inclusion of vulnerable populations, especially women in coordination with provincial human rights, local government, and social welfare departments. The project incorporates gender equity and gender equality as a cross-cutting theme, with a specific focus on enhancing capacities and accountability on gender-equal and disaggregated approaches. This means developing and implementing specific measures to ensure the effective inclusion and voice of women, girls, and persons with non-binary gender identities – specifically from the most marginalized and disenfranchised groups. The project has three main components: (1) human rights; (2) social inclusion and gender equality (3) community stabilization.
Under the overall supervision of the Chief Technical Advisor and direct supervision of the Senior National Technical Advisor the “Project Officer Youth and Community Engagement Gwadar” is expected to achieve the aforementioned deliverables, working in close collaboration with the team members in projects.
Summary of Key Functions:
- Manage the implementation of the community engagement project in Gwadar district, Balochistan
- Monitoring of the ongoing project and reporting
- Establish and maintain partnerships with government, Civil society, and Community
- Lead on preparing briefs, reporting, and knowledge sharing with the DHL team in the head office in Islamabad
Manage the Implementation of the community stabilization project Gwadar
- Manage the overall implementation of the community stabilization project in Gwadar district in a timely manner and be responsible for the quality control of project activities and inputs, in line with UNDP’s policies and practices as well as donor requirements.
- Supervise the implementing partners, in implementing activities, including reporting, monitoring, and evaluation, and identify and implement project delivery and coordination improvements.
- Ensure effective implementation of day-to-day operations to ensure quality-based implementation of the project and delivery of its outputs
- Establish systems for project planning, implementation, and closeout and record and maintain documents on relevant program activities, issues, and risks.
- Identify and provide capacity-building support and opportunities to the local partners in coordination with the subject experts.
- Organize and lead the project-related activities including the organization of roundtables, inception workshops, training, working meetings, and other events.
Monitoring of the ongoing projects and reporting
- Manage the monitoring of project implementation using results-based management tools and assessing program implementation and achieving maximum efficiency in program delivery through timely monitoring, evaluation, and reporting to highlight the implementation challenges and solutions.
- Ensure implementation of the DHL-UNDP’s M&E tools for the community stabilization projects and ensure accurate and reliable data collection and analysis which eventually results in dissemination promptly.
- Establish and maintain strategic partnerships with Government stakeholders, and local partners
- Development of partnerships with the government institutions private sector, civil society, and academia aiming at coordinating and promoting Project related activities.
- Participate in and contribute to relevant meetings as requested; debrief CS Project technical and management on critical issues.
- Maintain the smooth flow of communication, exchange of information, and collaboration with and between partners and establish strong relationships with the project’s NGOs and national counterparts.
- Undertake other activities reasonably requested by the consultants, UNDP, and other stakeholders for the successful accomplishment of the immediate objectives
Gender Mainstreaming
- Ensure gender aspects are integrated into all Gwadar project activities and practices of the project implementing partner.

Education:
- Advanced university degree (Master’s degree or equivalent) in social sciences; public policy, economics, development or related field is required, or
- A first-level university degree (Bachelor´s degree) in the areas mentioned above in combination with additional 2 years of qualifying experience will be given due consideration in lieu of Master´s degree.
- Minimum 2 years (with Master’s degree) or 4 years (with Bachelor´s degree) of relevant experience in project implementation, monitoring, coordination, and engagement with stakeholders.
- Demonstrated good analytical and writing skills.
- Demonstrates integrity by modelling the UN’s values and ethical standards.
- Experience in the use of computers and office software packages (MS Word, Excel, etc), database packages, and web-based management systems such as ERP.
- Demonstrated strong communication (spoken and written) skills and ability to articulate ideas in a clear, concise style
- Prior working experience with public, private, and development sectors in the areas of socio-economic development and community engagement.
- Demonstrable experience of administrative and socio-economic dynamics of Gwadar District in Balochistan Province.
- Experience of working on inclusive governance and rights-based mechanisms in Pakistan.
- Experience in report writing, briefs, and analysis skills.
