UNDP in The Gambia is working to strengthen and provide a broad response to the people of The Gambia’s aspirations for a transparent, accountable, and responsive transition to democracy. Increasing citizen engagement and, in particular, the active participation of women and youth is an important focus, including the Gambian diaspora, considering its substantial technical and financial contributions to good governance and national development. UNDP works to ensure equal access to justice, particularly for women and marginalized groups across the country, working in close collaboration with a range of partners and Stakeholders and justice sector institutions. The objective of “The Gambia’s Responsive and Accountable Democratic Transition Project (EU-UNDP GREAT initiative)” is to enhance The Gambia’s democratic system. This is rooted in national priorities and political willingness, as demonstrated by a strong commitment to the post-TRRC process and the White Paper published in May 2022. When former Gambian President Yahya Jammeh went into exile on January 21, 2017, he left a legacy of grave human rights abuses spanning 22 years. 

In response, the government initiated a comprehensive transitional justice and reform agenda in January 2017 to address past violations, divisions, and inequalities. This agenda seeks to create conditions for security, democratic progress, and socio-economic transformation. Drawing on past experiences and lessons learned, this project aims to contribute to The Gambia’s democratic transition through three specific objectives: (i) Supporting constitutional and legislative reforms to strengthen checks and balances and safeguard human rights, including those of minorities and vulnerable populations. (ii) Enhancing the ongoing transitional justice process, rule of law, and human rights. (iii) Strengthening the effectiveness of local governance structures. 

Overall, this initiative responds to the aspirations of The Gambian people for a more transparent, accountable, and responsive transition to democracy with a key focus on increasing citizen engagement, particularly the active involvement of women and youth. This initiative aligns with SDG 16, which promotes peaceful and inclusive societies for sustainable development, access to justice for all, and the establishment of effective, accountable, and inclusive institutions at all levels.  The project also aligns with the NDP Strategic Priority 1, which aims to restore good governance, respect for human rights, and the rule of law and empower citizens through decentralization and local governance. Additionally, it supports UNDP’s Strategic Plan Outcome 2 by ensuring that citizen expectations for voice, development, the rule of law, and accountability are met through stronger democratic governance systems.


Duties and Responsibilities

Provide analytical inputs to the elaboration and implementation of innovative and sustainable procurement strategies and policies that are in alignment with principles of fairness, integrity and transparency to achieve best value for money.
  • Ensure full compliance of procurement activities with UNDP rules, regulations, policies, and strategic priorities through effective internal controls and analyze parameters in support of modifications to UNDP’s client–oriented procurement management system;
  • Elaborate/establish internal procurement Standard Operating Procedures (SOPs), map the project’s procurement business processes, and assist in managing workflows in coordination with the Country Office Procurement Unit and project supervisor;
  • Develop procurement strategies and plans with project team, stakeholders, and donors to ensure mutual alignment;
  • Conducted analysis and prepared proposals on the project contract strategy, sourcing strategy, supplier selection, quality management, cost reduction strategies, and improvement in procurement processes in coordination with the Country Office Procurement Unit and project supervisor;

Manage procurement processes for the project.

  • Analyze information to prepare procurement plans for the project and monitor their implementation;
  • Implement proper monitoring systems, mechanisms, and controls for procurement processes that cover RFQ, ITB, or RFP, receipt and evaluation of quotations, bids, or proposals, and negotiation of certain contract implementation conditions (including payment terms) in full compliance with UNDP rules and regulations;
  • Conduct a preliminary review of submissions to internal procurement review committees (CAP, RACP, ACP);
  • Elaborate proposals on procurement process monitoring systems and mechanisms to eliminate procurement deficiencies and implement an internal control system that ensures purchase orders are duly prepared, dispatched, and corrected on a timely basis when errors or other problems occur.

Implement a strategic sourcing strategy and e-procurement tools to find the best marketplace values and align the purchasing strategy with project goals.

  • Develop and manage rosters of suppliers;
  • Elaborate supplier selection, evaluation criteria, and quality and performance measurement mechanisms;
  • Develop Long-Term Agreements/Framework Agreements for more efficient category management.

Ensures proper control of Project Assets.

  • Act as Project Asset Focal Person, ensure proper inventory control, maintain, update, and transmit inventory records of non-expendable equipment in accordance with UNDP rules;
  • Prepare prepare all inventory reports and submit periodic inventory and asset management reports and coordinate physical verification of inventory items. Implementation of inventory and physical verification control in the CO and projects;
  • Ensure that the relevant asset details are entered in the Quantum Asset Module on a timely basis, assets are tagged, the movement of assets are controlled and monitored, and that assets are safeguarded in accordance with the internal control procedures and UNDP policies and regulations.

Facilitate procurement knowledge building and knowledge sharing.

  • Participate in organizing procurement training for the operations and project staff;
  • Organize procurement training for vendors on e-procurement modules;
  • Synthesize lessons learned and best practices in procurement;
  • Make contributions to knowledge networks and communities of practice;
  • Participate in CO procurement unit, operations meetings and Operations Management Team (OMT) if needed to share information on cross-cutting areas and collaboration opportunities to achieve greater economies of scale.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.


Institutional Arrangement:

The Project Procurement Analyst works under the general supervision of the Project Manager and collaborates closely with the Project Team and the UNDP Gambia country office, particular the Procurement unit.

Required Skills and Experience

Education:
  • Advanced university degree (master’s degree or equivalent) in Business Administration, Public Administration, Economics, Finance, or related field is required, or
  • A first-level university degree (bachelor’s degree) in a relevant field combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
  • CIPS level 3 is a requirement for this position. If certification is not available at the time of recruitment, it should be obtained within one year.
Experience:
  • Up to 2 years (with master’s degree) or 2 years (with bachelor’s degree) of relevant experience at the national or international level in public sector procurement management;
  • Experience in the use of computers and office software packages (MS Word, Excel, etc) and advanced knowledge of web-based management systems such as ERP;
  • Experience in the preparation of procurement plans and strategies;
  • Experience in procurement processes and procedures, including preparation of RFQs, ITBs, or RFPs documents, receipt of quotations, bids, or proposals, and their preliminary evaluation;
  • Experience in the Evaluation of Suppliers/Service Providers;
  • Experience in maintaining a filing system – to ensure record keeping of procurement transactions and incoming and outgoing documentation.

Required Language(s):

  • Fluency in English is required.
  • Fluency in the national language of the duty station is required for local personnel.
