Title of Assignment: Project Specialist – Build-Back Fund Projects implemented by the IPTIs Program

1. Objective of the assignment
The WIPO Academy Intellectual Property Training Institutions (hereinafter, IPTIs) Program aims at creating and consolidating national/regional self-sustaining training infrastructure and capacities to build IP knowledge and skills on the ground. The current support provided by the IPTI Program benefits a total of 55 countries, including impact-driven projects to: (i) establish new IPTIs; (ii) address current capacity-building needs of 18 established IPTIs; (iii) launch collective services and resources for the benefit of all IPTIs, and (iv) continue assisting Member States’ in the post-pandemic period under WIPO’s Build-Back Fund (BBF).
In 2024, the WIPO Academy IPTIs Program will implement seven projects under the BBF, including four multi-stakeholder national / subregional projects in the Latin American Region benefitting 21 countries. In this context, the WIPO Academy needs support for the implementation and monitoring of the abovementioned projects, particularly in the Latin American Region.
2. Tasks / services
The Contractor will:
(a) Contribute to the design of project proposals for BBF projects implemented by the program, participate in preparatory meetings and document background information;
(b) Support the coordination and monitoring of BBF projects throughout the project cycle, including preparing all related documentation and compiling information;
(c) Liaise with external consultants and the 21 partners for the planning and organization of activities under the abovementioned projects;
(d) Contribute to the standardization of project templates, particularly the self-evaluation model;
(e) Process the quantitative data on the projects results, in accordance with their performance indicators;
(f) Compile relevant data to present successful stories of project beneficiaries;
(g) Contribute, if necessary, with the execution of other projects implemented by the IPTIs Program;
(h) Support effective business decisions by the IPTIs Program;
(i) Perform other related duties as required linked to the IPTIs Program.
3. Reporting
The Contractor will be under the supervision of the Counsellor of the WIPO Academy IPTIs Program.
4. Profile
The contractor should be a motivated professional based in the Latin American Region, with the following experience, skills, and competencies.
Education
• A university degree in international relations, law, political science, business administration or another related field.
• An advanced degree in intellectual property is desirable.
• Certification in project management is desirable.
Experience
• Minimum of 5 years of relevant work experience in intellectual property and/or capacity-building projects in Latin America;
• Experience in project management and particularly in project design is desirable.
Languages
• Excellent written and spoken knowledge of English and Spanish.
• Other UN Languages, especially French are an asset.
Job-related competencies
• Excellent interpersonal skills, including the ability to communicate effectively, build lasting relationships and working as a team.
• Strong organizational and time management skills with the ability to work quickly and accurately with a high degree of independence and initiative.
• Sound political judgment and good diplomatic skills.
5. Duration of contract and payment
The contract will start on February 15, 2024, to August 15, 2024. The applicant shall provide an indication of their remuneration expectations in US Dollars (daily rate). The contract may be renewed upon satisfactory performance and availability of funds.
6. Travel and other arrangements:
WIPO will bear the cost of travel in connection with the missions by the most direct, economical route and mode of transportation. The contractor will also receive a daily subsistence allowance at the applicable United Nations rate to cover local subsistence costs (hotel accommodation, meals, etc.) for each night of the official travel. In addition, the contractor will receive a lup sum in respect of terminal expenses for any authorized outward or return journey; this is to cover expenditure for taxis, porters and other incidental expenses on departure and arrival.
