We are seeking to employ a candidate for the following position:

Project Supply Chain Manager

Main purpose of the job:

 

Defining, coordinating and monitoring the supply chain activities in the project according to MSF protocols, standards and procedures in order to ensure the optimal running of the project.

 

Accountabilities:

 

  • In collaboration with the Supply Chain Coordinator or Logistics Coordinator, planning, establishing and reviewing the supply activities in the project including its budget, in order to identify and optimize the response to the needs of the mission and the targeted population
  • Monitoring and ensuring the efficient and smooth running of the following supply activities in the project: order processing, local purchase management, physical (warehousing) and administrative (management of movements) stock management, freight management, supply administration and implementation of standard supply tools.
  • Ensuring the availability of relevant management data to the owners of the stock, project and capital coordination (expired drugs, risk of shortages, stock reports, lead time, pipeline, etc.).
  • Managing the supply team in the project, and in collaboration with the PC, Supply Chain Co or LogCo and the HRCo, participating in the planning and implementation of HR associated processes (training, briefing/debriefing, evaluation, detection of potential, development and communication) of the staff under his / her responsibility in order to ensure both the sizing and the amount of knowledge required to correctly perform all supply activities
  • Participating in monthly reporting according to guidelines

MSF CH/Context Specific Accountabilities:

 

 

  • Support the implemenation of mission supply strategy and Mission supply chain manual and ensure all SOPs are in place, share input on supply activities and supply process and particpate in updating the mission key documents and SOPs.
  • Ensure adequate team mangement, training, capacity building and follow-up for all supply team memebers in the coordiantion and the project.
  • Update the mission logistics standards list (LSL) for logisitcs, including admin regular families, like coffe break, stationery, hygiene.
  • Act as the mission focal point for Unifield, conduct training to the supply users in the coordination and project, provide timly support and feedback to the coordo and proejct team and report any issues or bugs to UniField technical Referent.
  • Ensure data quality in UniField and Power BI, clean and close all orders on time and report any errors/issues to DSupplyCo.
  • Ensure proper and standarized implementation of the mission tools/process inlcuding E-IR, supply process, orders consolidation, weekly ordering cycle and Lead time.
  • Ensure systematic stock management for log stock in the coordiantion (Med stock if integerated), inventory control, warehouse cleanliness and organization and removal of sleeping/junk stock, as well as support the project supply team in stock mangement and replenshiment strategies for the regular families.
  • Ensure systematic procurment and sourcing practice while emphasizing quality assurance, cost effectiveness and alighnment with the standard lead time.
  • Conduct regular market assessment and identification of professional suppliers in the coordination and project and to have a framework agreements for regular families.
  • Follow the NOC and imporation thru FI and KRG and support Erbil supply officer at ensuring proper follow-up for all interantional orders including preclearance/clearance process, negociation with authorites in both KRG and FI, cargo and shipment process and domestic & interantional transport.
  • Prepare the mission monthly supply reports, MSRs, SMS, and quarterly reports and ensure proper archiving and documentation for all supply chain documents.
  • Conduct regualr field visit to the project and ensure timely support to the project supply team, activitiy and logisticians in term of technical supply support.
  • Ensure effective communication with project team, requesters and arrange montly meetings with authorized requesters to sort out the challenges and identify improvements.
