Purpose of consultancy:
UNFPA expands the possibilities for women and young people to lead healthy and productive lives. UNFPA works to achieve three transformative results by 2030: ending the unmet need for family planning, ending preventable maternal deaths, and ending gender-based violence and harmful practices. The new UNFPA Strategic Plan 2022-2025 reinforces these commitments and delineates a plan for action in a changing context of digitalization, environmental degradation and climate change.

UNFPA are leading the implementation of a Gender-based Violence Operational Plan, Flourish which serves as a framework through which UNFPA are working to address gender-based violence. Programming is implemented across four key pillars: Response, Prevention, Data and Enabling Environments through collaboration and in partnership with civil society, private sector, industry, Government and feminist, youth, climate and digital rights movements.

Technology and digitalisation are recognised as rapidly changing contexts in which gender-based violence must be addressed. The programme of work designed to address technology-facilitated gender-based violence cuts across response, prevention, research, law and policy and advocacy/movement building in partnership with private sector and industry, Government, civil society, academic and activists.

With the support of Global Affairs Canada, UNFPA is leading a global programme of work to address TF GBV. The Making All Spaces Safe Global Programme to Address Technology-facilitated Gender-based Violence (MASS) is being implemented between March 2024 and March 2027 globally, as well as in Kenya and Benin. The aim of the programme is to increase the benefit of technology, free from gender-based violence and discrimination, for women and girls in all their diversity. To achieve this goal, the programme works across three main pillars: response, prevention and law and policy, as well as through cross-cutting research and convening efforts.

This consultancy will work under the direct supervision of the GBV Advisor and in close collaboration with the GBV team of GHRB, by providing support for the current global programmes under the GBV Operational Plan, Flourish including Women at the Center (WAC) and Making All Spaces Safe: Global Programme to Address Technology-facilitated Gender-based Violence (MASS).

This consultancy will primarily be to support the establishment and successful implementation of the new MASS global programme and the WAC global programme. The objective is to ensure seamless and coordinated implementation with well organised internal communication between HQ, ROs and COs, internal and external events and meetings, coordinated and efficient information sharing and management of resources, consistent programme monitoring and management over the course of the implementing years of the programmes.

In particular, the selected candidate will be responsible to:
● Provide support for all online, hybrid and in-person events, meetings, webinars, workshops and trainings including:
○ initiate and manage online meeting and webinar platforms (e.g. Google Meets, Zoom, etc.), including having a full understanding of all admin settings and their limitations as it relates to safety, security and privacy;
○ coordinate and manage all necessary supporting materials (participant presentations, videos, headshots, bios, etc.);
○ create, adjust and maintain GBV programme presentations;
○ coordinate pre- and post-logistics, including booking meeting rooms, coordinating set up and take down, organising catering, etc.;
○ coordinate communication, singing and sending of official invitations;
○ drafting all supporting materials including agendas, run of shows, speaker lists, invitee lists, technical and logistics guidance documents.
● Support on the coordination and drafting of regular donor reports, including coordinating submissions and review processes with HQ, COs and ROs.
● Support regular programme coordination and establish protocols between HQ, RO, and COs:
○ coordinate regular HQ-CO meetings including find agreeable meeting times, create and share meeting links, confirm attendance, organise and share agenda, take notes and coordinate follow up emails;
○ draft coordination and follow up emails in g-docs temples to be sent by appropriate colleagues;
○ organise and manage various communication channels (G-chat and spaces, whatsapp) depending on the communication urgency level;
○ track “blackout” time and days across teams including holidays and major events or meetings.
● Support in managing publications and resources of the team for programme implementation, maintaining all guidance, procedures, policies and other relevant documentation required by HQ and field based units for the fulfilment of their communications functions.
● Ensure that all personal information or sensitive programme data generated or managed by the team is compliant with ITSO procedures and policies including the forthcoming personal data protection policy.
● Support the review of annual work plan documents and any related requests to ensure compliance with agreed budgets.
● Support mechanisms to ensure coordination of GBV programme activities across the branch.
● Design and development systems of coherent project management across countries and global deliverables to ensure effective financial and work plan implementation.
● Enable support for monitoring procurement, human resources, vendors and LTAs to ensure effective project implementation.
● Draft biannual financial project reports as well as collating country office inputs against expected deliverables.
● All other requests related to supporting overall programme management.
Within the broad scope of work as outlined above, the consultant is expected to deliver relevant activities on a timely basis, reliably and accurately throughout the consultancy period. Specific deadlines, reports/deliverables will be on need basis and communicated accordingly.

Deliverables:

The consultant will provide on-going project management support to the Making All Spaces Safe: Global Programme and Women at the Center programme within the Gender, Rights and Inclusion Branch.
The consultant will report directly to GBV Advisor in close collaboration with the GBV team of the Gender, Rights and Inclusion Branch. They will meet regularly to provide feedback on workload and processes.

Required Expertise and Qualifications:

Education:
● Advanced university degree (Master’s level or equivalent) in social work, gender, public health, international development, or other related discipline.

Knowledge and Experience:
● 2 years of increasingly responsible experience in project management, administration, and financial management, preferably within the United Nations system.
● Experience in supporting technical programming in sexual and reproductive health and rights, gender equality or gender-based violence in humanitarian or development settings.
● Previous experience in financial management and reporting is desirable.
● Excellent basic computer skills including Microsoft Office applications (Excel, Powerpoint, Word); Google suite (Google Docs, Google Sheets, Google Slides).
● Proficiency with online tools such as Zoom, Google Meets, Canva, DocuSign, MailChimp, Google Chat and Whatsapp.
● Strong drafting, editing and verbal communication skills.
● Knowledge of the work and goal of UNFPA, its programmes, policies and correspondence styles and standards as well as the United Nations itself desirable.
● Integrity, confidentiality and professionalism
● Cultural sensitivity, inter-personal skills and ability to work smoothly under pressure
● Dependability, reliability and initiative
● Knowledge of general accounting and/or bookkeeping procedures is a plus.
● Familiarity with UNFPA procedures and systems (e.g, Quantum, Cognos) is strongly preferred.

Languages:
Fluency in English is required. Knowledge of French is desirable.
