Role Summary

Coordinate and manage the main support functions including general administration, base management, finance, human resources, logistics and security, with line management responsibility for staff involved in support roles on base/or sub-base. The Project Support Officer can also represent Medair at relevant meetings with contractors, local authorities, NGOs and other stakeholders.

Project Overview

Wash and Cash Transfer in the south of Madagascar in Ambovombe and in any subbases in the area.

Workplace & Conditions

Mainly in Beloha and sometimes in Ambovombe, Madagascar.

Responsibilities:

• Manage and oversee the assigned project support staff: Finance (treasury, accounting, budget, reporting, archiving), Logistics (procurement, supply chain, vehicles, IT and communication equipment) and HR (admin tasks)

• Staff Management including day-to-day support staff (logistic and finance) management, development and training, performance management/review

• Ensure security procedures are in place; guidelines are kept up-to-date and receive relevant security information. This includes maintaining communication, providing briefings and ensuring the availability of equipment

• Develop and maintain a transparent, honest and supportive communication structure with colleagues to ensure they are kept informed of support related activities and requirements

• Develop and maintain positive relationships with suppliers, local authorities, other NGOs and any other stakeholders, representing Medair and ensuring good co-operation and partnerships

Qualifications, Experience & Technical Competencies:

• University degree in relevant subject or equivalent professional/technical qualification

• Language skills: strong French (spoken and written) and good English (spoken and written)

• Post-qualification management experience in a relevant profession and/or working in a cross-cultural setting

• IT: computer literate with good working knowledge of Microsoft Excel, Word and Outlook

• Experience in the NGO sector

• Capacity to work under pressure and manage personal stress levels. Open-minded, flexible and self-learner
