OBJECTIVES OF THE PROGRAMME
The WHO Asia-Pacific Centre for Environment and Health in the Western Pacific Region (ACE) based in Seoul, Republic of Korea was established with a mission to function as a ‘Centre for technical and scientific excellence’ in contributing to the development of healthier and safer environments and strengthened community resilience to climate and environmental change for health and health equity for all people of the WHO Western Pacific Region. Therefore, the Centre’s objectives are to:
* Strengthen the scientific information and evidence for policy making on existing and emerging climate and environmental determinants of health.
* Assist Member States in developing and implementing policies to protect and promote health and well-being.
* Support Member States in developing and strengthening technical capacities and programmes in climate change, environment and health.
DESCRIPTION OF DUTIES
The incumbent is responsible for the following functions:
1. Support the head of the WHO office and other staff at the WHO/ACE office on all aspects of office administrative functions and operations, interpreting policies, systems, and procedures, ensuring compliance.
2. Provide appropriate solutions grounded in policy compliance and geared towards responsiveness to business needs, as a member of the team, provide contributions on the overall direction of the WHO/ACE office.
3. Support the team and the head of office on assessing and mitigating all internal operational and administrative risks to effective functioning of the WHO/ACE office.
4. Manage and implement relevant process for the compliant, effective, efficient and successful delivery of the full range of services related to cash and asset management, human resources recruitment, procurement and contracting, information and communication technology, security and staff safety, and general administration, in compliance with organizational policies, regulations, and procedures.
5. Support the team and head of office on the formulation, management and implementation of the human resources plan, ensuring the timely availability of a suitable human resources capability through recruitment and contract management, engagement, retention, performance management, development, career management, while aiming to pursue gender balance and diversity goals.
6. Supervise assigned administrative support staff, coordinate their work objectives, distribute and organize tasks in accordance with the needs of the office, and evaluate their performance.
7. Implement security management actions as guided by the UN SMT in RoK and assist the head of the WHO office in matters concerning the security of the WHO/ACE.
8. Other relevant administrative functions as assigned by the head of office.
REQUIRED QUALIFICATIONS
Education
Essential: A university degree (bachelor’s) in a relevant field (such as finance, management, accountancy, public administration or business administration).
Desirable: Training in human resources, accounting, finance, monitoring and evaluation.
Experience
Essential: At least two years of relevant experience relevant for the position (leading and performing a wide range of administrative services, including supervision of staff).
Desirable: Experience with WHO/UN or equivalent organization. Good knowledge of programme management and end-to-end business processes. Experience in project management, ideally in the UN system and/or a public health context. Good knowledge of enterprise resource planning systems.

c. Good managerial, analytical and time management skills.
d. Demonstrated ability to analyse financial and administrative data and provide related recommendations.

g. Ability to represent the organization with government, UN agencies and other development partners.

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 50,377 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2023 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
