UNDP Armenia, in partnership with the RA Ministry of Territorial Administration and Infrastructure, and with financial support of the European Union, is implementing “Local Empowerment of Actors for Development (LEAD) in Lori and Tavush Regions” project, which aims at bolstering the participation of a wide range of local stakeholders in sustainable and inclusive socioeconomic development of their communities through pilot implementation of the European Union (EU) LEADER / Community-Led Local Development (CLLD) approaches.

The project helps the local population in Lori and Tavush to play active role in inclusive, resilient and sustainable local development by strengthening mechanisms of partnership building, territorial cooperation, organizational and service development and creating better local governance through applying the principles and mechanisms of EU LEADER approach. This will happen through building trust and self-confidence, developing entrepreneur attitudes and encouraging a sense of group cohesion within communities and between regions. LEAD will help to design territorial development models, in which women and men, youth, elderly and citizen groups, including minorities, are involved in setting development agenda, decision-making and implementation.

The project’s backbone is the strong partnership between different stakeholders (public, private, civil society), which eventually leads to cross-sectoral multistakeholder cooperation through Local Action Groups which are the key actors of LEADER/CLLD initiatives formed by local partners in a bottom-up way, responsible for local development, functioning on a certain territory delineated based on economic, sociocultural or other commonalities, who prepare and agree on territorial development strategies, and facilitate the local development process on a long term basis.

UNDP requires a Task Analyst, who will support the Project to coordinate LAG capacity building, networking and financing components to enable the Project to move forward towards its strategic objectives.

Duties and Responsibilities
  •  Support the Project Coordinator in ensuring that progress is made in achieving goals and objectives of the project and timely implementation of activities;
  • Provide substantive technical inputs to the annual workplan and budget, ensuring safeguarding, monitoring and facilitating quality assurance of project activities;
  • Coordinate and organize project events, trainings, workshops and knowledge products; identify capacity development needs of stakeholders;
  • Monitor and support timely implementation of the Project activities;
  • Monitor progress of implementation of the project activities using the results-based management tools;
  • Ensure effective information flow and exchange within the team and cross portfolio;
  • Contribute to the selection of national consultants/companies and preparation of procurements and contracting packages in line with the work plans and UNDP rules and guidelines;
  • Organize and attend field missions and draft reports on monitoring missions;
  • Contribute to resource mobilization strategies, analyze and maintain information and databases on donors and developing database of project profiles for presentation to donors;
  • Provide support in identification and procurement of services and equipment;
  • Contribute to the component on Local Action Group (LAG) capacity building and networking: support horizontal, vertical and international cooperation of LAGs, knowledge sharing
  • Lead the component on financing LAGs, including grants provision, developing and piloting sustainability models:
    •  assisting concerned implementing parties to formulate terms of reference, scope of services and specifications for each grant;
    • guiding and supporting implementing parties for the implementation of their respective tasks;
    • monitoring completion of grants on time, within costs and to the required standards;
    • advising the implementing parties on actions to be taken, including work plan modifications and budget addendum;
    • in close collaboration with implementing parties, supporting in organization of calls for proposals and facilitating Steering committee meeting with participation of all parties
    • in close collaboration with experts and Project Coordinator, monitoring the Grant budget, reviewing proposals and ensuring financial and narrative reports are accurately reflected the actual deliverables and milestones;
    • facilitate development and implementation of sustainability models for LAGs.
  • Identify and synthesize best practices and lessons learned that are directly linked to the implementation of the Project;
    • Prepare and deliver presentations, briefing materials, talking points, contributions to corporate materials etc.;
  • The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience
Education:
  • Master’s degree or equivalent in economics, public administration, business administration or other related fields is required, or
  • Bachelor’s degree in the areas mentioned above in combination with 2 additional years of qualifying experience will be given due consideration in lieu of Master’s degree.
Experience:
  • Up to 2 years (with Master’s degree) or minimum 2 years (with Bachelor’s degree) in project implementation, and/or management of experts’ team in international organizations is required with the focus on local governance.

Required Skills:

  • Experience in design, planning  and implementation of programme/projects, managing data is required;
  • Experience in community development or grants management is required;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management system.

Desired Skills:

  • Experience in development of analytical documents and briefs;
  • Experience in research and designing capacity development and training modules;
  • Additional training and certification in project management is an advantage;
  • Previous experience with EU and UNDP projects is an advantage.

Languages:

  • Fluency in English and Armenian (written and spoken) is required.

Institutional Arrangement

Under the guidance of UNDP CO Socioeconomic Development Portfolio Manager and direct supervision of the Project Coordinator, the incumbent provides effective and efficient implementation of project activities with major focus on LAGs capacity building and financing. The Task Analyst applies and promotes the principles of results-based management (RBM), as well as a client-oriented approach consistent with UNDP rules and regulations.
