Job Description:
Job Title: Projects Manager
Job Purpose:
World Vision is seeking a Project Manager to lead selected projects in the overall Syria Portfolio. The projects manager will lead on expanding the portfolio in the specified area, act as the geographic specialist, and strategically liaise and coordinate with partners to ensure strong grant implementation.
The projects manager will provide leadership in project development, planning, implementation, and monitoring. They will provide day-to-day management to achieve high-quality results in aligned with acceptable project norms relevant to the established goals, objectives, and operating policies. They will supervise the financial management of the grant/portfolio with projects’ goals and objectives, monthly activity schedule, timing of expenditures, budgets, etc.
The project manager will be the focal point for external representation of World Vision in the relevant sector groups for Syria, sitting on the relevant Working Groups and coordination bodies, as well as liaising with donors and partners as appropriate, in close collaboration with the Deputy Director of Field Operations.
The project manager will work with World Vision’s MEAL Department, Procurement staff, and field monitors inside Syria to develop and implement remote monitoring standards, systems, and processes to ensure the highest standards of risk management.
MAJOR RESPONSIBILITES
1. Provide overall leadership in area strategies development and ensure alignment with the overall WVSR strategies
2. Provide overall leadership and supervision of the team/partners;
3. Assure projects have sectorial alignment where possible;
4. Assure that assigned projects are properly planned and implemented to meet agreed upon results, timelines and budgets;
5. Assure that assigned projects are adequately resourced and staffed to ensure effective implementation;
6. Facilitate reporting on progress of projects implementation;
7. Analyze effectiveness and efficiency of projects implementation and introduce corrective measures where needed.
8. Follow up on yearly budget.
9. Budget reviews and verification of transactions
10. Approval of Purchase requests within the authority levels
Staff/Partner management
1. Determine staffing requirements and facilitate hiring and orientation;
2. Set objectives for staff, monitor their performance and provide feedback;
3. In collaboration with the Deputy Director of Field Operations and Partner Capacity Building Coordinator identify areas for staff/partner development and facilitate staff/partners training and development;
4. Deliver and/or arrange technical and operational capacity building of staff and partners
5. Ensure staff wellbeing;
6. Build and maintain strong relationships with partners to facilitate effective partnership on projects in the area;
7. Work with the partnership Manager in the Syria Country Office to ensure the agency maintains an understanding of partnership challenges and opportunities across Syria.
Coordination
1. Identify challenges emerging in coordination with other functions (Finance, Procurement, Admin, and Security) and partners and introduce corrective measures where appropriate (focus on individual problem solving);
2. Coordinate interventions with other agencies, working groups and clusters;
3. Closely coordinate with the relevant MEAL Coordinator
4. Engage with relevant technical advisers to ensure the program is delivered to a high technical standard;
5. Conduct regular meetings with relevant staff WV Syria staff members engaged in the area;
6. Represent World Vision in external coordination meetings (Clusters, WGs) and play a constructive role contributing to the development of best practice approaches and sharing lessons in the WGs.
Compliance and Risk Management
1. Work with the MEAL Manager/Coordinator to review, design and refine remote monitoring protocols and ensure they are being applied to the projects;
2. Review and update risk and contingency plans to account for changes in the operating context in coordination with the partners, WVSR risk and compliance advisor, and security coordinator6;
3. Ensure strong systems are in place to detect and deter fraud, waste and diversion and to rapidly report incidents to senior management;
4. Ensure that systems are in place for all projects to ensure end-to-end verification of the delivery of supplies and to monitor partner procurement in coordination with the Compliance and Risk advisor and procurement and logistics manager;
5.Train and mentor partner staff on risk management and risk mitigation.
Knowledge/ Qualifications for the role
Required Professional Experience:
-
Master or Post Graduate University degree in Education, Social Sciences, International Development or other related majors
Comprehensive knowledge of International Human Rights Law, International Humanitarian Law, Refugee Law, the relevant positions of the UN, ICRC, and major NGOs on the protection of civilians particularly of IDPs and refugees, women and children, the codes of conduct, the Humanitarian Charter, The Sphere Project, INEE minimum standards etc.;
Required Education, training, license, registration, and certification
- Minimum of 5 years’ operational humanitarian experience with a minimum of 3 years in a leadership role in an emergency context;
- Experience in remote management;
- Proven experience in training, including development of training materials.
- Strong English and Arabic communication skills (oral and written);
- Cultural sensitivity and adaptability;
- Strong communication skills with the ability to express ideas and concepts clearly and persuasively with senior members of the humanitarian community as well as with field practitioners;
- Excellent networking skills;
- High degree of negotiation and persuasion skills;
- Ability to work with a reasonable level of comfort in high-tension and high-security risk situations;
- Ability to maintain performance expectations in diverse cultural contexts, psychologically stressful environments and physical hardships;
- Ability to facilitate the creation of cross-functional project teams and the development of national strategies;
- Understands work from a process point of view and uses measurement and accountability systems effectively;

- Knowledge of Syria-specific context
Preferred Knowledge and Qualifications
- Excellent detail-orientation skills
- Thorough working knowledge of office systems. Computer aptitude and experience with word processing, database management, and spreadsheet software;

- Emotional maturity and ability to deal with matters of strict confidentiality;
- Excellent organizational and planning skills;
- Excellent knowledge of Government Regulations;
- Professional certification in Project Management (PMP) is a plus;

- Cross-cultural sensitivity
- Experience of work in an INGO setting and past exposure to the international working culture and practices is a huge advantage;
