Job Overview/Summary:

The Emergency Teams (ET) are fully mobile teams deployed by the International Rescue Committee (IRC) in Ukraine to provide humanitarian assistance in response in underserved and hard-to-reach areas. Comprised of sector specialists and support staff, ETs are capable of rapidly assessing, delivering, and monitoring assistance in the sectors of Cash and Basic Needs (CBN), Health, and Protection. These teams are specifically designed to be flexible and responsive, able to deploy within 72 hours to identified areas of need. Their primary objective is to provide timely and quality assistance to vulnerable populations, particularly in underserved and hard-to-reach areas. ETs play a crucial role in conducting sector-specific assessments, delivering life-saving aid, implementing targeted interventions, and collaborating with local partners and stakeholders to ensure a coordinated and effective response.

The PRoL officer provides legal information, legal counseling, and legal assistance activities with IRC in Ukraine. The Legal Officer will be based at IRC’s office in Odesa, under the supervision of the ET Team Leader and the PRoL Senior Officer.  The ET PRoL Officer will serve as a key person to implement legal assistance activities along the displacement routes and provide an evidence base to inform the needs of the affected population for program adjustment and advocacy. The legal officer will provide legal services through mobile teams usually in hard-to-reach and underserved areas of Ukraine. S/He will also contribute to the general understanding of the legal context in Ukraine, as the situation and needs evolve.

Specifically, the ET PRoL Officer will be responsible for:

– with the support and supervision of the ET Team Leader and the Sr Legal Officer, create information content that responds to the legal needs of conflict-affected populations, and provide information, either at the community center or other static centers (such as Cash registration points) and through mobile teams.

– work closely with IRC partners to support and guide the implementation of legal information, counseling, and assistance.

– provide individual legal counselling to individuals in need of legal assistance, either at the community center or other static centers (such as Cash registration points) and through mobile teams.

– ensure continuous update of the service map in various oblasts and surrounding oblasts on legal actors and services.

– ensure referrals are made and received safely and according to the SOPs, and ensure referrals received are followed up and that the referral tracker is updated.

– Regularly update the reporting tools with the amount of information, counseling and legal cases provided.

– constantly look for contacts within authorities and key humanitarian stakeholders and update the contact trackers.

– Contribute to the weekly movement plans for locations for legal activities weekly.

– Support and inform the Sr Legal Officer on the needs in term of legal assistance for people in Ukraine.

Requirements:

Language: Bilingual in Ukrainian and Russian and good verbal and writing skills in English

Preferably valid Attorney’s License (registered at the Bar Association)

Previous experience in Legal information, counselling, and assistance, preferably with an NGO

Experience facilitating group activities, trainings and workshops and mentoring others.

Excellent communication skills both verbal and in written

Demonstrated understanding of and ability to maintain confidentiality and respect for clients/beneficiaries.

Positive and professional attitude, including ability to lead and work well in a team setting.

High degree of flexibility and strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail.

Computer literate, including Microsoft Word and Excel
