Org. Setting and Reporting
The position is within the United Nations Liquidation Entity (MINUSMA), Bamako duty station. This position primarily involves the management of the property disposal process of the mission. The incumbent will report to the Chief Centralized Warehouse.
Responsibilities
Within delegated authority, the Property Disposal Officer, FS-6 shall be responsible for the following duties: • Plans and organizes the disposal of written-off property, hazardous waste, and some commodities representing a risk to the environment, and enforces safety and security practices in order to avoid any pollution or contamination.• Coordinates with procurement on the preparation of contracts and services for the disposal of property including sale, trade-in, donation, destruction or transfer to another mission.• Assists in the formulation and evaluation of procedures and projects for the Property Disposal Unit.• Liaison with all Technical Sections asset managers to receive and dispose of written-off items in line with the approved disposal methods in compliance with the United Nations Financial Regulations and Rules and the Delegation of Authority.• Prepares auditable statistical reports on property disposal for Mission management.• Assists the compilation and drafting of Standard Operations Procedures (SOPs) and flow charts in the area of property disposal.• Submits proposals for specialized training courses and monitors the overall professional development of the property disposal staff. Ensures that requirements and background information used for data analysis are documented.• Supervises and evaluates performance of property disposal staff.• Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Performs other duties as required.

Education
High school diploma or equivalent in Supply Chain, Property Management or Logistics related field is required.• A first level university degree in Supply Chain or Logistics related field is an advantage.
Job – Specific Qualification
Technical training in Logistics, Supply Chain Management, Property Management, Property Disposal, Property Control, Assets Management, Inventory Management, Project Management, or related fields is desirable.
Work Experience
A minimum of ten (10) years of relevant progressively responsible experience in property management, property disposal, property control, asset management is required. The minimum years are reduced to 5 years for candidates who possess a first level university degree. Experience in support services and logistics/supply management is desirable. Previous experience in Peacekeeping Missions and proven ability in analytical work is desirable. Experience in BI, Power BI. Experience in sourcing, cleaning, and preparing data, selecting and developing visualizations/metrics that enable easy communication/interpretation by the users is desirable. Experience in supply chain and property management support operations during liquidation of a large field operation is desirable. 2 years or more of experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the UN secretariat. For the position advertised, fluency in English (both oral and written) is required.• A working knowledge of French is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

• This Position is temporarily available within the UN Liquidation Entity (MINUSMA) until 30 November 2024, subject to budget approval.
