This position may be eligible for telework.   The assigned work location of this position is in Olympia.

Anticipated Appointment Length:
April 15, 2024 – June 30, 2025

Did you know WDFW manages more than one million acres of owned and controlled lands including hatcheries, shellfish beds, wildlife areas and public fishing access areas?

This position coordinates the delivery of property management services for these lands across the entire state while providing technical support and recommendations.

This is an opportunity to assist with analysis, internal and external communications, and document preparation for potential transactions.

In this dynamic role, you consult with and provide recommendations to upper management for responses to state/federal audits and legislative inquiries.

With your experience, you will assist with resolution of property management issues and disputes.

Here are some things you will be doing in this role:

Provide property management support for agency-owned and managed property statewide while consulting with Property Management Supervisor regarding applicable laws, statutes, policies, and procedures: 

  • Draft easement, lease, agreement, and permit language, including risk management considerations through appropriate indemnity, insurance, and bond provisions.
  • Coordinate with fiscal team to ensure timely collection of rent, fees, and leasehold excise taxes for residential and commercial leases.
  • Manage real property inventory records.

Manage statewide land leases, aquatic leases, and cooperative agreements with other government entities (e.g. WDNR, BLM, BOR, etc.): 

  • Under the direction of Property Management Supervisor, and in coordination with regional staff, negotiate lease/agreement terms, conditions, language, and deliverables.
  • Verify accuracy of legal descriptions, maps, and exhibits.
  • Coordinate with fiscal team to ensure timely payment of rent and fees due.

Manage Payments in Lieu of Taxes (PILT), county assessment, fire district contract, HOA, and Lake Management District accounts: 

  • Manage account records including invoices, parcel data, and contracts; Log receipt of all invoices and request invoices as necessary to ensure timely payment.
  • Verify accuracy of and submit invoices for payment; Calculate and provide final PILT amounts to Property Management Supervisor for submittal to the Treasurer’s Office; Track payments made.
  • Coordinate fire district contract renewals with regional and HQ staff, DNR, and local fire districts; Work with county assessors annually to confirm accurate parcel information and update as necessary.

WORKING CONDITIONS:

  • Work Setting, including hazards:
    • ~95% of time in an office or telework setting. Hazards may include sitting for long periods of time at a desk in front of a computer while typing or writing, working under fluorescent light.
    • May spend about 5% of time conducting field-based activities or travelling with some overnight stays required. Hazards could include driving in inclement weather or on gravel roads, walking on uneven terrain and outdoor exposure to varying weather conditions.
  • Schedule:
    • Primarily 8:00 AM – 5:00 PM, Monday – Friday. Some travel or deadlines may require work outside these hours.
    • Option for flexible schedule may be available.
  • Travel Requirements:
    • Minimal travel or overnight stays.
  • Tools and Equipment:
    • Standard office equipment, such as computer, telephone, and vehicles, etc.
  • Customer Interactions:
    • Attending virtual and in-person meetings, responding to emails and phone calls. Daily interaction with customers.
    • Some interactions may include interactions with hostile customers.

REQUIRED QUALIFICATIONS:

  • Bachelor’s degree involving major study in business or public administration, real estate, economics, accounting, park planning, natural resource management, or related field.

And

  • Two (2) years of experience selling, purchasing, leasing, appraising, or managing real property.

Or

  • One (1) year of experience as a Property and Acquisition Specialist 3.

Please note:

  • Closely related qualifying experience may be substituted for the required education on a year-by-year basis.

Special Requirements/Conditions of Employment:

  • Licensed real estate agents and/or brokers in the state of Washington will be required to place their license on hold within 30 days of employment. 30-day timeline may be negotiated with supervisor prior to and/or upon employment.

 
PREFERRED QUALIFICATIONS:
In addition to those required qualifications, our ideal applicant will also have some or all of the following: 

  • Project management experience demonstrating ability to effectively prioritize multiple issues/tasks.
  • Ability to utilize critical thinking skills and problem solve.
  • Excellent communication skills, both written and verbal.
  • Ability to read and interpret maps, surveys, and legal descriptions.
  • Knowledge of title research and escrow procedures.
  • Ability to clearly and concisely present recommendations, ideas, and rationale for decisions.
  • Contract management experience.
  • Knowledge of grant compliance policies and funding restrictions.
  • Knowledge of appraisal processes and requirements for natural resource lands.
  • Computer proficiency in MS Office suite of software.
