Background

Al-Tadhamun Iraqi League for Youth seeks a qualified Technical Proposal Trainer to conduct a two-day capacity-building training for staff members on proposal development and resource mobilization. The training will focus on strengthening staff capacity in diversifying funding sources, developing Theory of Change, and preparing Logical Frameworks (LogFrames) for high-quality technical proposals.

The training aims to improve the organization’s ability to design competitive proposals and effectively communicate program impact to donors.

Objectives of the Training

The main objectives of the assignment are to:

• Strengthen staff understanding of fundraising and donor diversification strategies.
• Build skills in developing a Theory of Change for programs and projects.
• Train staff on how to develop Logical Frameworks (LogFrames) aligned with donor requirements.
• Improve staff capacity in technical proposal development and structuring project ideas.
• Provide practical tools and templates that staff can apply in future funding proposals.

Scope of Work

The Technical Proposal Trainer will be responsible for:

 

1. 1. Training Preparation

 

Review organizational needs and existing project documentation.

Develop a customized training agenda and materials.

Prepare practical exercises and case studies relevant to the organization.

 

2. 2. Training Delivery (2 Days)

 

Deliver an interactive training covering:

 

Day 1

Introduction to fundraising and diversifying funding sources

Donor mapping and funding landscape

Fundamentals of Theory of Change

Practical exercise on developing a Theory of Change

 

Day 2

Introduction to Logical Framework Approach (LogFrame)

Developing objectives, indicators, outputs, and outcomes

Linking Theory of Change to LogFrame

Practical group work on building a LogFrame

Key elements of strong technical proposals

 

Deliverables

The consultant will deliver:

Training agenda and materials

Two-day training workshop

Practical tools and templates for staff

Final training report

 

Ownership and Confidentiality: Al-Tadhamun Iraqi League for Youth is committed to disbursing payments upon delivery of the final approved version of the plan. Required Qualifications

The trainer should have:

Advanced degree in International Development, Project Management, Public Policy, or related field

Minimum 5–7 years of experience in:

Proposal writing

Fundraising and donor engagement

Project design and LogFrame development

Proven experience delivering training for NGOs or development organizations

Strong knowledge of Theory of Change, Logical Framework Approach, and donor proposal requirements

Excellent facilitation and communication skills

 

Preferred Experience

Experience working with NGOs or civil society organizations

Knowledge of institutional donors (EU, UN, USAID, etc.)

Experience delivering participatory and practical trainings.
