Protection And Management Consultant

The Global Green Growth Institute (GGGI) is seeking an experienced and qualified consultant with expertise in coastal protection and management. The primary objective of the local consultant is to lead the development of a Coastal Resilience Guideline that addresses the unique challenges and opportunities related to coastal protection and management in Fiji.

Reporting to the Project Manager, the consultant will be tasked with developing a guideline for implementing seawall and nature-based solutions for coastal resilience, targeted for local governments and community collectives. The consultant will be responsible for the following key tasks:

• Conducting a thorough assessment of the coastal environment in Fiji, including identification of vulnerabilities and existing protection measures.
• Reviewing relevant local, national, and international policies and guidelines related to coastal protection and management.
• Engaging with local communities, stakeholders, and authorities to gather insights, concerns, and local knowledge regarding coastal resilience.
• Based on best practice and the technical reports from the 17 sites, develop a guideline to understand seawall and NbS solutions for coastal resilience, targeted for implementation at the local level, through local government and subnational governance structures. This will provide simple approaches and tools on integrating coastal resilience into local level adaptation processes.

Expertise Required:

The individual consultant is expected to posses the following qualifications and experience:

• Advanced degree (Master’s or higher) in Coastal Management, Environmental Science, Marine Biology, Civil Engineering, or a related field.
• Minimum of 5-7 years of practical experience in coastal protection and management within the local context.
• Proven track record of working on coastal resilience projects, including the implementation of protective measures.
• In-depth understanding of the local coastal environment, including ecosystems, dynamics, and specific challenges faced by local communities in Fiji.
• Proficiency in coastal assessment techniques, vulnerability analysis, and the design and implementation of coastal protection measures.
• Familiarity with local, national, and international policies and regulations related to coastal protection and management.
• Strong interpersonal skills with the ability to engage effectively with local communities, stakeholders, and government authorities.
• Experience in conducting community consultations, gathering local knowledge, and incorporating community needs into coastal management plans.
• Knowledge of nature-based solutions for coastal resilience and experience integrating NbS into coastal protection plans.
• Excellent written and verbal communication skills, including the ability to convey complex technical information to diverse audiences.
• Ability to collaborate with multidisciplinary teams, local authorities, NGOs, and other stakeholders involved in coastal protection projects.
• Familiarity with Geographic Information Systems (GIS) and remote sensing tools for coastal mapping and analysis.
• Ability to apply adaptive management principles, adjusting strategies based on changing environmental conditions and stakeholder feedback.
• Strong analytical and problem-solving skills, with the ability to address challenges and find innovative solutions in the coastal protection context.
