We want committed, values driven staff to join our Dublin team and are currently looking for a Protection and Safeguarding Project Manager to be part of our Protection and Safeguarding Directorate

This role can be based in Dublin or locations where Concern has an office (except UK or France). If applying from another Concern operational country, pay scale will be benchmarked for that country. For Dublin, the salary belongs to grade 5 (51,402 to 60,472) per annum. This role includes 20% travel and is a one-year maternity cover fixed-term contract.

Candidates must be legally entitled to work in Ireland or any other Concern operational country at the time of application.

Job Purpose:

In 2021, The Protection and Safeguarding Unit developed an organisational Protection and Safeguarding Strategy and Framework to build on the work that has already been done in this area and to further strengthen our capacity to be a safe organisation. This provided the direction to strengthen Concern’s organisational capacity and commitment to be a safe organisation, delivering safe programmes, through a safe culture.

The roll out and implementation of the new Protection and Safeguarding Strategy and Action Plan requires an additional role in the team to provide management support to a wide range of change activities, ensuring coordination across all key stakeholders and active country office engagement and ownership. This will include the coordination and project management of Concerns new global reporting and case management system and providing guidance to country offices on strengthening their Feedback and Complaints Response Mechanisms.

The Protection and Safeguarding Project Manager (Grade 5) will work under the direct supervision of the Director of Protection and Safeguarding and work closely with other members of the PSU, FCRM leads in country offices, and other stakeholders to the delivery of the PSSF.

S/he will be responsible for project management, coordination, and communication support to the Protection and Safeguarding Unit (PSU) for the effective and efficient implementation of the Concerns Protection and Safeguarding Strategy and Action Plan. This will include: project planning and management and implementation support, research, data management and collation, material development, coordination, training, field engagement, and other forms of support.

  • Oversee that the PSUs Action Plan is supported by clear workplans that monitor progress and assess whether work is on-track against key performance indicators and metrics;
  • Work with the Director of Protection and Safeguarding to introduce change management to ensure that the PSUs Action Plan is designed and delivered in a manner that builds on existing organisational structures and processes and is integrated with other organisational priorities;
  • Serve as focal point and manage internal coordination to ensure continued technical input by other departments into the PSUs planned activities and deliverables;
  • Work closely with the two PSU advisers, coordinate support to and capacity building of Concerns safeguarding staff at country level and other capacity building initiatives;
  • Act as the focal point for the Feedback Complaints and Response Mechanism (FCRM) improvement plan;
  • Deliver technical advice, tools, and resources to country programmes on Feedback and Complaints Response Mechanisms;
  • Conduct analysis and reporting of annual FCRM data collected as part of the Annual Programme Planning Reporting cycle;
  • Manage the PSUs relationships with key internal stakeholders, including the organisation of and follow-up on formal meetings and informal engagement as needed as well as working groups;
  • Manage and coordinate the activities of the Protection and Safeguarding Steering Group;
  • Coordinate the annual safeguarding internal and external reporting requirements, including the FCRM annual report, providing reports on outcomes and trends to the country management team; CHS verification process; etc.).
  • Coordinate and maintain Concerns protection and safeguarding content on the website and intranet/Sharepoint site;
  • Manage the development of PSUs communication plan and internal communication streams;
  • Support the development and roll-out internal and external communication materials as requested;
  • Manage the production of protection and safeguarding materials.

Skills and Experience Required:

Essential:

  • A dynamic individual with a demonstrated ability to achieve results in complex environments.
  • At least 3 years of demonstrable experience managing projects in a field related to humanitarian assistance and international development.
  • A degree/qualification in Project Management or equivalent experience.
  • Experience in the application of accountability policies, safeguarding standards and humanitarian protection programming.
  • Experience in managing/organising trainings and workshops.
  • Experience of working in fragile settings that have conflict, post-conflict, or transitional state characteristics.
  • Experience of building, coordinating and maintaining strong cooperative and professional relationships and working with managers of different departments.
  • Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts.
  • Sound IT skills, including Word and Excel.
  • Strong demonstrable skills and expertise in developing capacity building and/or training programmes and in programme implementation.
  • Excellent communications skills;
  • Fluency in spoken and written English.

Desirable:

  • Experience in planning and implementation of change management processes is desirable.
  • French highly desirable.

You will report to the Director of Protection and Safeguarding and liaise with Safeguarding Adviser, Humanitarian Protection Adviser, IPD, SAL and Emergency Directorates, country offices, consultants, Concern UK, Concern US and Concern Korea work with all Concern HQ Directorates and overseas missions
