We’re presently seeking a Protection Cluster Coordinator – Proactive Protection to assist the cluster coordinator in strengthening Proactive Protection strategies for a six-month term, with potential for extension. The assigned location will be in Jerusalem, with Amman as a potential alternative if necessary (for instance due to difficulty securing visas).The Protection Cluster Coordinator – proactive protection will be responsible for ensuring the membership and engagement with international and national organizations, including civil society on proactive protection contributes to the development of Protection Cluster priorities, and will play a role in developing technical capacity of members of the Protection Cluster around proactive protection interventions and actions.

The Protection Cluster Coordinator – Proactive Protection will work in partnership with OHCHR to provide leadership and facilitate processes that will ensure a well-coordinated, strategic, adequate, coherent, and effective proactive protection response within Palestine. The Proactive Protection Coordinator – proactive protection will have specific responsibility for coordinating proactive protection interventions and actions in Palestine, as requested by the Palestine Protection Cluster Coordinator.  Protection Cluster is informed by NGO perspectives, including, importantly, that of local partners and civil society. The Proactive Protection Coordinator – proactive protection will also be responsible for ensuring that membership and engagement with international and national organizations, including civil society on proactive protection contributes to the development of Protection Cluster priorities, and will play a role in developing technical capacity of members of the Protection Cluster around proactive protection interventions and actions. In response to the current humanitarian crisis in Gaza and the West Bank, NORCAP is seeking to enhance the protection of vulnerable Palestinian communities exposed to violence, coercion, and deliberate deprivation. This will be done through the placement of skilled experts focused on proactive protection in various organizations working in the field, in close coordination with the protection cluster. The Protection Cluster Coordinator – Proactive Protection will help develop this project while promoting other proactive protection efforts of protection cluster members and cluster areas of responsibility.

Generic Responsibilities

  • Adherence to NORCAP policies, guidance and procedures
  • Contribute to NORCAP Proactive Protection strategy development, project proposals and provide input on needs and gaps.
  • Ensure that the work targets beneficiaries most in need of protection, explore and assess new and better ways to assist.
  • Contribute to the development of technical guidance, provide systematic training, and build capacity of other protection staff in the cluster through day-to-day coaching and mentorships. This can be supported through online meetings and field visits.
  • Ensure that key learnings are extracted from implementation and shared with all relevant stakeholders for incorporation.
  • Promote and share ideas for improvement and necessary changes in the activities
  • Liaise and collaborate with relevant local authorities and other key stakeholders

General professional competencies for this position:

  • At least five years(5) of work experience in relevant fields [humanitarian/protection/ human rights/ peacebuilding/ rural development]
  • Specific expertise in civilian self-protection and broader protection of civilians approaches, such as protection by presence, safe relocations, civil-military coordination, and community-led protection approaches.
  • Experience working in or with rural Palestinian communities and with Israeli organizations.
  • Experience working in complex and volatile contexts, and in conflict zones.
  • Knowledge of human rights and protection with a focus on at-risk individuals
  • Strong understanding of the response architecture supporting affected communities in Palestine (humanitarian protection, human rights, peacebuilding, etc.).
  • Fluency in English is required, ability to speak Hebrew or Arabic preferred.
  • Strong ability to develop tools and guidelines as well as to deliver capacity-building training and mentoring.
  • Experience in developing partnerships and working with local and international partners.
  • Advanced university degree in a related field (protection, political science, international affairs, social work, human rights, conflict studies or related degree preferred) with a minimum of 4 years’ experience in Humanitarian assistance.
  • Practical experience in humanitarian/protection negotiations and relationship building with non-humanitarian actors, state and non-state.
  • Prior experience working in organizations that have worked on protection or human rights in Palestine.
  • Be technically competent in the cluster systems, procedures, and governance structures.
  • Able to maintain good relationships with all relevant stakeholder counterparts.
  • Be able to work with diverse stakeholders to develop consensus.
  • Demonstrate an understanding of the international humanitarian response and coordination mechanisms, and humanitarian reform.
  • Able to take into consideration the interests of NGOs (international and national) while advocating or lobbying for any cause. The cluster is guided by the principles of neutrality, impartiality, and advocacy for all.
  • Experience working with UN agencies on Protection matters.
  • Demonstrate personal and professional integrity in all interactions.
