Job Description

SCOPE OF WORK: 
The IRC in Myanmar is implementing a Protection program including the following components: protection monitoring and analysis, responsive information services and quality referral; community-based protection; emergency protection assistance; legal services; and integrated emergency response activities. With a dynamic context and varying scenarios, protection is integrated and mainstreamed across other humanitarian sectors appropriately. Programming is implemented both directly and through partners.  

The Protection Coordinator will oversee the delivery of the protection program and lead or support the management of relationships with partners where relevant. S/he provides a strategic steer to protection portfolio in the country with adequate time allocated to drive strategic priorities forward by mobilizing resources. S/he will work closely with the Technical Advisor Protection & Rule of Law in the region to identify key opportunities in accordance with priorities set in Strategic Action Plan and develop proposals to capitalize on them. Additionally, s/he will also work with other thematic sectors to develop and implement integrated programs to upscale the reach with lasting positive impact on clients we serve. S/he will lead the design of protection monitoring methodologies, ensure adherence to program quality standards, and lead capacity building of staff and partners. The Protection Coordinator will oversee the quality of protection data collection and analysis and produce succinct and accurate protection reports for dissemination to relevant stakeholders, and inform programming and advocacy both internally and externally. The Protection Coordinator will also strengthen the IRCs leadership in national and field Protection Clusters and networks by attending relevant meetings, networking with other NGO actors, joining interagency initiatives, and identifying potential partners for future programming. The Protection Coordinator will directly supervise a Senior Protection Manager, three Protection Managers, a Senior Shelter/NFI Manager, and one Protection & Inclusion Manager. S/he reports to the Deputy Director – Programs. 

RESPONSIBILITIES:
Program management
Provide a sound technical basis for the consolidation and harmonization of protection monitoring and analysis, responsive information services, referrals, legal services, emergency protection assistance (cash for protection), and community based protection programming across field sites, with an emphasis on maintaining and improving program quality.
Ensure that all interventions are in compliance with the IRCs protection mainstreaming framework, international law and protection standards and national policies
Oversee implementation of the protection program through managing project work plans and budgets (budget forecasting, development of spending plans and budget follow-up), ensuring timely recruitment, quality implementation and accurate reporting in accordance with IRC and donor regulations.
Continue to identify key areas within other thematic sectors for possible integration and mainstreaming protection.
Participate in cross-departmental collaboration to ensure that linkages among programs are made and programs gain from protection best practice, in particular with regular contact and coordination with Coordinators and Senior Managers in Health, WASH and WPE.
In line with the Project Cycle Management (PCM) approach, act as and designate other Protection program staff to act as the Project Lead for relevant programs.

Program development
Lead development of the IRC protection sector strategy for Myanmar in collaboration with the Protection Managers, Senior Shelter/NFI Manager, DDP, other protection sector staff, and the Violence Prevention and Response Unit (VPRU) Technical Advisors.
Ensure that protection priorities setout in Protection Strategy are inline with those outlined in Country Strategic Action Plan.
Identify opportunities for, design and develop concept notes and proposals for further protection monitoring, information dissemination and community based protection programming.
Develop protection assessments and analysis for the purpose of program development.
Provide input on proposals from other sectors to ensure protection is mainstreamed.

Staff Management and Development 
Provides line management in line with IRCs people manager standards. 
Manage performance and staff development.
Should be cautious of personal and teams wellbeing needs.
Lead on the recruitment and management of new Protection program staff, consultants or other external support, in coordination with HR.

Representation and coordination
Forge connections with key counterparts across UN, I/NGOs, human rights actors, donors and diplomatic stakeholders as per representation needs.
Represent the IRC in field and national level and strategic meetings involving protection actors such as protection cluster meetings, inter-agency coordination meetings, and bi-lateral meetings.
Regularly coordinate with internal program and operational stakeholders, including the Protection/Rule of Law Technical Advisor.
Provide input for advocacy purposes and support achievement of advocacy goals, as needed.

REQUIREMENTS
Degree in Law, Human Rights, Social Science or a related field.
4-6 years of experience implementing protection programming including experience in emergency or post-conflict project management.
Experience working in South and Pacific Asia region is preferred.
Demonstrated experience using international human rights standards in protection programming.
Strong strategic thinking, critical analysis and proposal writing skills.
Evident skills to preempt risks and challenges; and ability to devise and implement mitigation strategies through efficient decision-making is desired.
Strong leadership, staff and budget management and capacity building skills.
Excellent communication skills, cultural sensitivity, flexibility, ability to improvise, team player.
Experience in implementing programming that utilizes ICT, including in the collection and management of qualitative and quantitative data is desired.
Ability to live and productively work under stress and in insecure and harsh environments while maintaining a sense of humor.
