What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose

Under the responsibility of the Missing Field Officer Team Leader (TL), the Protection Family Link (PFL) Field Officer focal point for the Accompaniment Program (AP) maintains an analysis and understanding of the needs of families whose relatives went missing in Syria in relation to the conflict which started in 2011. She/He supports the Missing Field Officer Team Leader in the implementation of the multidisciplinary response of the delegation deriving from the assessment of the families’ needs.

Accountabilities & Functional responsibilities

Under the supervision of the Missing Field Officer TL, the PFL Field Officer carries out the following tasks:

  • Is the focal point for the accompaniment program.
  • Contributes to the overall analysis of the Accompaniment Project (AP) and the security, socio-economic, cultural and political environment affecting it and shares relevant information with team members and reports any changes in the situation or emerging trends.
  • Contributes to the implementation and adaptation of the projects related to the multidisciplinary response to family needs (e.g MHPSS and Ecosec support programs).
  • Analyses the needs flagged in FC/AFN and proactively suggests other activities and referrals.
  • Analyses data and contributes to written internal reports.
  • Contributes to institutional exercises relating to planning, budgeting and monitoring programmes.
  • Helps to prepare, report and follow up on internal and external meetings.
  • Prepares, participates in and reports on all aspects of field visits.
  • Supports staff in the implementation and monitoring of field projects.
  • Fosters a constructive working environment (multidisciplinary approach, good team dynamics) among team members.
  • Ensures the sustainability of their work and puts in place a system for archiving their work for the purposes of institutional memory.

Certifications / Education required

  • Bachelor’s degree in Humanities topics: sociology, history, psychology, philosophy, political science, information science

Professional Experience required

  • 3 – 5 years of experience in the field of social, political, economic or similar.
  • 1 – 2 years of experience with the ICRC or another humanitarian agency is an asset.

What we offer

Salary Package: 2’037 – 3’518 USD/Month (As per ICRC salary scale, salary setting processes will determine fair setting in coherence with the qualifications of the applicant and the requirements of the job).

13th Month of salary paid in December, pro rata basis in accordance with the period worked.

Annual Leave: 20 calendar working days of paid leave per year, pro rata basis in accordance with the period worked.

Health Insurance: 90% of premium fees under class B, coverage include: Doctor visits, Medicines, Therapy services, etc.)

International Retirement Saving Plan (IRSP): a contribution valued at 11.5% of your monthly salary, these savings are paid by the end of service as a lump sum.

Other benefits subject to internal rules and regulations: High Cost of Living Allowance (HCLA), Schooling allowance, eyeglasses, designated personal training budget for learning opportunities.

Additional information

Location: Beirut – Lebanon 

Working Schedule: Monday till Friday, from 8 Am till 5 Pm. 

Type of contract: Fixed Term, 1 Year (Renewable based on performance and need for position).

Estimated start date: 1 November 2024.
