Reports to: Head of Tracing

Duration of Contract: 1-year fixed-term contract (with the possibility of renewal based on needs and performance).

Objective:

 

The PFL field officer 1 ensures the provision of PFL services to people affected by conflict in the South of Iraq, mainly related to the two IACs and the 2014-2017 conflict. S/he also provides support for the preparation of the PFL material for detention activities and contributes during visits to the detention team by organizing the PFL material, recording the PFL statistics and contacting families for Salamat. Finally, s/he ensures the timely provision of Attestations of Detention (AoDs), in collaboration with the IRCS. In line with Nasiriya SD Protection Implementation Plan, s/he participates to regular field visits and contributes to the multidisciplinary approach to the various projects in the SD. S/he especially works closely with field and Detention teams for PCP documentation and to support Detention activities.

ACCOUNTABILITIES AND RESPONSIBILITIES

 

Carries out PFL activities according to priorities identified in the area of responsibility AoR, mainly:

  • Performs internal and external follow-ups of individual cases.
  • Supports the Detention team with the PFL material for visits.
  • Takes requests, prepares, and distributes AoDs.
  • Receives visitors and ensures adequate follow-up of requests.
  • Ensures filing, archiving of files according to the procedures.
  • Translates/interprets upon request, contributes to reporting and statistical data.
  • Supports / participates to field visits.
  • Contributes to analyses of the security, socio-economic, cultural, and political environment in which the ICRC is working, shares relevant information with team members and reports any changes in the situation.
  • Contributes to the design and implementation of projects.
  • Collects, compiles, and translates PFL-related information, paying due attention to staff risk management requirements.
  • Analyses data and contributes to written internal reports; assists in institutional exercises relating to planning, budgeting, and monitoring programmes.
  • Helps to prepare, report on, and follow up on internal and external meetings.
  • Develops and maintains contact with local authorities and National Society branches, as well as the local population.
  • Prepares, participates in and reports on field visits.
  • May support staff in the implementation and monitoring of field projects.
  • Fosters a constructive working environment (multidisciplinary approach, good team dynamics) among team members.
  • Ensures the sustainability of their work and puts in place a system for archiving their work for the purposes of institutional memory.

 

Qualifications & Preferred Skills

Education and Professional Experience required

 

  • University degree in Social Science/Anthropology/Sociology/Development/Gender Studies.
  • Three to five years’ professional experience in programme management, community engagement and/or community-based protection.
  • Experience in similar positions in humanitarian organisations desirable.
  • Excellent computer literacy, good knowledge of Microsoft Office Suite.
  • Fluent command of English and Arabic.
  • Excellent interpersonal skills.
  • Proven leadership and teamwork skills.
