DRC Somalia/Land

DRC has been operating in Somalia since 1998 using the protection of human rights framework. Somalia is experiencing a devastating humanitarian crisis, with nearly 80% of the population in need of some form of humanitarian assistance. DRC in Somalia is scaling up the operation in emergency response through an integrated approach accessing hard to reach populations

Overall Purpose of the Role:

The Protection Officer (PO) will be supervised by the Protection Team Leader. The PO will coordinate and implement protection activities in locations across Somaliland, The PO will be responsible for day-to-day protection implementation activities in the field including protection monitoring (using DC tools), IPA, awareness raising, conflict-sensitive and protection analysis, facilitating access to services via information dissemination and referrals, lead awareness within a community-based approach and conducting training and capacity building for relevant stakeholders. The PO will also work closely with the Protection Assistants, PIM officer and Reporting Officer to produce monthly, weekly reports/updates and share with Protection Team Leader. The PO will throughout his/her work ensure confidentiality and strictly adhere to the Code of Conduct

Responsibilities

  • Participate in the implementation of overall protection activities in accordance with agreed objectives.
  • Continuously monitor and document the needs of persons of concern.
  • Support PRT assistants/monitors in protection monitoring, through the collection of quantitative data (with household-level survey) and qualitative data (focus groups and key informant interviews) on protection issues.
  • Provide psychological first aid, safe identification, and referrals to survivors of protection incidents in line with the survivor-centered approach, ensuring commitment to case management principles – in particular following the principle of confidentiality
  • Identify and document vulnerable people by collecting necessary information and carrying out case assessment.
  • Handle confidential information correctly, manageg protection files accurately, correctly and completely.
  • Develop plans to address identified protection needs by providing individual protection assistance (IPA) and/or referrals to internal and/or external specialized services.
  • Ensure follow-up of cases by ascertaining beneficiary satisfaction in receiving services.
  • Maintain the referral and IPA database, ensuring it is up to date and accurate.
  • Ensure the highest quality of protection interventions and consistency between all projects, ongoing and proposed, in line with the overall strategy;
  • Follow work plans and guidelines;
  • Target beneficiaries according to the mapping of public services and humanitarian actors for access to basic services.
  • Contribute to the development of operational protection tools.
  • Work closely with the program team and provide them with daily technical support, to ensure safe programming and do no harm in DRC area base approach response.
  • Be responsible for planning and direct implementation of protection activities including community training, registrations, monitoring of the activities of protection projects locations.
  • Conduct field visits, monitor, report and cooperate with Protection cluster and other partners during the project cycle.
  • Enhance accountability to existing standards: embedding minimum safe programming standards in DRC’s humanitarian operating model.
  • Develop lines of communication and close collaboration with the WASH, CCCM and EFSVL teams and contribute to a coordinated humanitarian response
  • Other relevant duties as directed your direct supervisor.

Monitoring and Reporting

  • Ensure the correct periodic recompilation of means of verification as per DRC guideline.
  • Ensure that beneficiary data is periodically archived in the relevant matrices, databases and/or physics ensuring compliance with the Data Protection Policy.
  • Provide information for weekly, monthly, quarterly and annual reports as required by the Protection Team Leader. Support with ad hoc reports, when required.
  • Ensure data pertaining to activities are collected and filled into relevant matrices.
  • Support and coordinate with MEAL Officers and assistants for baseline survey, post-distribution and other monitoring activities.
  • Produce regular protection updates and field visit reports
  • Prepare monthly reports and participate in writing the first draft of the projects /donor reports, then share it with the line manager and Country Protection Manager.
  • Prepare weekly / monthly individual work plans, with the inputs of your supervisor will serve as guideline for implementation.
  • Continuously monitor implementation of protection activities and report on progress, challenges and recommend solutions.
  • Participate in all relevant meetings, workshops, seminars and training as directed and provide feedback

Qualifications and Experience

  • University degree in law, Social Science, Anthropology, Development Studies, Gender Studies, International Development, or other relevant field from a recognized institution.
  • Minimum 3 years work experience in Protection, GBV, Child Protection with a demonstrated focus on protection program design and implementation.
  • Protection experience working in an international NGO, UN agency or in humanitarian response setting.
  • Experience working with displaced and/or conflict affected populations, such as migrants, refugees or IDPs
  • Knowledge of community-based protection approaches, preferably including experience in working with IDP’s, migrants, refugees or returnees.
  • Basic familiarity with MS application packages (Word, Excel and database software) and willingness to develop further.
  • Good cooperation skills, ability to work well independently and in a team;
  • Experience working with International NGO’s, UN agencies and/or local authorities in complex emergencies
  • Strong self-starter, able to take initiative and adapt to changing circumstances and priorities.
  • Strong listening and empathy skills, as well as commitment to supporting women and children survivors/ at risk;
  • Strong planning, organization and problem-solving skills with ability to work both independently and within a team in a demanding work environment
  • Proven record of providing trainings and workshops on protection needs and concerns.
  • Excellent knowledge laws, policies at this context.

Conditions

Contract: 12 months with the possibility of extension, subject to funding and performance. Salary and other conditions are offered by DRC’s Terms of Employment for National Staff; Employment band non-management H2

Availability: 15th April 2024

Duty station: This position is based in Hargeisa
