Under the supervision of the General Protection Team Leader, the Protection Officer (Case-Management) is responsible for the delivery of timely, high-quality and effective delivery of protection services in the area of intervention. This includes protection monitoring, case-management including service mapping, referrals and cash for protection.

Responsibilities: 

  • Provide protection monitoring and general protection case management services in compliance with DRC Standard Operating Procedures (SOPs), best practices, and international standards, including assessment of need, development of case plan, referral/facilitation of access to services, follow-up, and case closure.
  • Supervise Protection Assistant(s) (Management) including training and provision of technical guidance to improve the quality of protection monitoring and case-management services.
  • Maintain complete, accurate, and confidential case files to document client interactions and interventions using DRC tools, ensuring adherence to data protection protocols.
  • Oversee the implementation of cash for protection including distribution, ensuring the support is tailored to identified protection risk(s) and all administrative and financial requirements are followed.
  • Participate in case conference meetings (including cross-sector or interagency) for high-risk and/or complex cases, as needed.
  • Maintain up-to-date service mapping of service providers operating in the area and ensure Protection staff are informed of the available services.
  • Coordinate with service providers to strengthen referral pathways.
  • Accurately update and maintain oversight of case management and other relevant databases, ensuring adherence to data protection protocols.
  • Produce accurate data and draft well-written, comprehensive narrative reports as requested by the Protection Team Leader and/or Protection Manager including weekly program reports and monthly, quarterly, semi-annual, annual, and final donor narrative reports.
  • Develop weekly, monthly, and quarterly work plans for the case-management team in coordination with the Protection Team Leader and hold regular meetings with the case-management team to facilitate smooth implementation and address issues.
  • Support the implementation of monitoring and evaluation tools, report on issues and make recommendations on the implementation of the program.
  • Collaborate with other DRC sectors and NGOs to ensure a coordinated and collaborative response to the provision of services and assistance for those benefiting from case management.
  • Maintain effective working relationships with relevant stakeholders including partner agencies, community leaders and service providers.
  • Lead training to staff, implementing partners and other service providers on safe identification and referrals, case-management, protection and age, gender, diversity mainstreaming and other relevant topics.
  • Represent DRC in various coordination fora including at area-based coordination meetings, sub-national Protection Cluster meetings, as needed.
  • Actively participate in Protection team meetings and contribute to the strategic direction of protection programming the area of operation.

To be successful in this role you must have:

Experience and technical competencies:

  • A minimum of 2-3 years of relevant experience in the field of protection, ideally for an I/NGO or UN agency.
  • Experience in case management, counselling and/or psychosocial support services.
  • Experience working with vulnerable populations including IDPs, migrants, and minority groups.
  • Excellent knowledge and understanding of local communities and customs.
  • Ability to maintain confidentiality, respect, non-discrimination, and safety of clients at all times.
  • Ability to discuss sensitive issues with respect and empathy.
  • Good written and oral communication skills, effective in representation and liaison with external parties.
  • Excellent interpersonal and problem-solving skills, creativity, and flexibility.
  • Strong ability to organize work, meet deadlines, maintain composure, work independently, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail.
  • Ability to work in a diverse, multicultural context.
  • Strong computer literacy (Microsoft Word and Excel).

Required qualifications:

Education :

  • Relevant University Degree (e.g., Social Work, Counseling, Psychology) or equivalent professional qualification. Field experience may be accepted in lieu.  

Languages:

  • Arabic – Fluent
  • English – Professional Working Proficiency
