The main responsibility of this position is to deliver GBV response services and supervise, mentor, support in capacity building of Protection Assistant, Team members and GBV Focal Point – Case Management. The Protection Officer-GBV Response is a member of DRC’s Sittwe team, reporting directly to the Protection Team Leader-GBV Response and receiving guidance and support from the Protection Project Manager-GBV. Based in Sittwe, this role requires frequent field visits to the Sittwe and Pauktaw camps. The position involves working with internally displaced women and girls residing in these camps.

Main Responsibilities:

GBV Response Activity Implementation:

  • Provide direct support and care for high-risk GBV survivors and child survivors (related to GBV), including PSS and case management services, following case management guidelines and a survivor-centered approach, both in-person and remotely.
  • Collaborate with relevant stakeholders to develop and strengthen referral networks, monitor the implementation of referral pathways to improve survivors’ access to confidential and safe GBV services promptly.
  • Ensure adherence to GBV guiding principles and provide survivor-centered care (respecting the wishes and decisions of survivors).
  • Develop and share monthly response plans and GBV issues based on case trends to disseminate information on available services and referral pathways.
  • Identify gaps in GBV prevention and response services, and make recommendations/suggestions for improvements to the supervisor.
  • Support the implementation of group psychosocial support activities for survivors to enhance mental well-being and social networks.
  • Mentor, coach, and provide technical support to field-based staff and GBV Focal Points to improve skills in delivering case management services.
  • Participate in the recruitment process of field-based staff and GBV Focal Points.
  • Prepare, organize, and conduct focus group discussions (FGDs) on relevant topics and information collection as necessary.
  • Collaborate with the GBV prevention team to mitigate the risks of GBV for women and girls as needed.
  • Ethically and confidentially collect GBVIMS data.
  • Actively participate in monthly case confrence meeting, share best practices and lesson learnt.
  • Support the implementation of the Women Rise Curriculum in targeted locations.

Reporting and Information Management:

  • Provide weekly case updates to the supervisor, including newly identified cases, referral numbers, plans to close cases, and follow-ups.
  • weekly and monthly reports on response activities, detailing key achievements, challenges, lessons learned, and any follow-up support needed from the supervisor.
  • Assist in supervising GBV Response Assistants/Team Members and GBV Focal Points(Case Management), ensuring they fulfill their duties and responsibilities.
  • Monitor the tasks of GBV Focal Points (Case Management), assess their areas for improvement, and consult with the Protection Team Leader-GBV Response to develop their capacity-building plans.
  • Maintain accurate records of daily activities, GBV IMS forms, and IASC case management forms in accordance with GBV IMS Information Management Protocol and organizational guidelines.
  • Discuss and share case management information with the Protection Team Leader daily.
  • Ensure the safety and confidentiality of collected information in accordance with DRC ISP and IASC GBVIMS ISP.

Mentoring and Oversight of Field Based Case Workers:

  • Monitor and supervise case management, including capacity building through formal training and on-the-job learning for GBV Focal Points (Case Management).
  • Conduct capacity-building training for GBV Focal Points (Case Management) to be deployed in the Sittwe and Pauktaw Women and Girls Centers.
  • Supervise GBV Focal Points (Case Management) to ensure they fulfill their duties and responsibilities.
  • Conduct periodic capacity assessments to evaluate the ability of GBV Focal Points (Case Management) to apply guiding principles in their work and establish a supportive relationship conducive to the survivors’ healing and empowerment.

Coordination:

  • Maintain positive coordination and relationship with other partners in the field to promote holistic apporach to case management.
  • Collaborate with different stakeholders and other DRC departments(Protection, Economic Recovery, etc) to ensure safe referrals and support to meet the needs of survivors.
  • Collaborate with other NGOs/INGOs to ensure survivors receive access to support services through field level coordination if necessary.
  • Coordinate with other DRC departments to ensure the effective use of the logistical and financial resources.
  • Attend PSN Meeting bi-monthly

Administration, Logistic and Human Resources:

  • Recruit, monitor, supervise, and provide ongoing support to GBV Focal Points working in the Women and Girls Centers.
  • Evaluate the performance of GBV Focal Points (Case Management) every six months under the supervision of the Protection Team Leader-GBV Response.
  • Assist in the administrative process for monthly incentive worker payments and the quarterly extension of agreements.
  • Assist in the procurement of materials related to GBV response activities and the Women Rise initiative.
  • Support in other administrative tasks assigned by supervisor.

Experience and technical competencies:

  • A university (BA/BSc) degree in relevant field is an asset or equivalent professional qualification.
  • At least 3 years’ relevant experience working with a humanitarian or development organization, with excellent references.
  • Must have 2 years’ experience working in GBV case management.
  • Exhibit qualities of warmth, respect, genuineness, empathy, and acceptance with respect to GBV
  • Commitment to achieve gender equality and end all forms of Gender Based Violence
  • Willingness to serve women affected by violence on the basis of need regardless of their ethnic background.
  • Demonstrated commitment to the elimination of racism and discrimination against ethnic minorities.
  • Knowledge about basic reproductive health.
  • Excellent interpersonal and communication skills.
  • Computer skills, including knowledge of Excel.
  • Understanding of operational context in Rakhine State
  • Working knowledge of English.
  • Other local languages are considered as an asset.
