Protection Officer – Kirkuk

The Protection Officer is responsible for protection activities in the areas of intervention, Kirkuk, Hawija. The main tasks will be to monitor the situation in terms of protection of populations affected by the crisis, to conduct mapping for existing service providers and provide information to the communities through the organization of FGDs, KIIs, and HHAs. To work on protection monitoring, awareness raising, cash for protection, and refer the most urgent cases to the appropriate service. The Protection Officer will respect the principle of confidentiality of the information received during the activities. S/he will work closely with the PRoL Manager, other Protection Officers, Lawyers, M & E Officer, and other mobile team members to provide a protection response during deployment.

 

Major Responsibilities:

1. Conduct case management activities to people who are vulnerable within our areas of intervention by following the IRC SoPs and policies.
2. Monitor, asses, observe and report on key protection concerns and rights violations in the field to the ProL Manager
3. Implement protection monitoring (HHA, KII, and FGD) through field visits in villages, camps and other informal settlements with persons of concern within the community and identify individuals at risk and humanitarian needs.
4. Refer cases of vulnerable people to other IRC departments (Legal, Cash, Child Protection, GBV) and other humanitarian partners, government services or UN agencies
5. Meet with local authorities, government officials, community leaders, humanitarian partners and other relevant actors to advocate for the rights of vulnerable people.
6. Conduct training with key stakeholders on protection principles, vulnerability criteria and protection mainstreaming.
7. Conduct training with Community Representation Groups (CRG), and work with them regularly to build capacity and support their activities.
8. Work with the Protection Team Leader or Protection Manager to network with UN agencies, INGOs, local NGOs, local authorities, and any other service providers in order to map service networks for referral.
9. Prepare and send daily/weekly field reports to the Protection Team Leader / Protection Manager, also raise any protection concern or rights violation noticed in the area, according to best practices in term of confidentiality and safety of beneficiaries.
10. Daily upload all the protection activities on CommCare system.
11. Responsible for initiating, following up and finalizing any requests and needs of the program involving supply chain, and finance through using Integra system, and other established and agreed on forms and steps committing to IRC guidelines and SoPs to ensure timely, and adequate implementation of such requests.
12. Assist in drafting monthly reports as directed by the Protection Coordinator / PRoL Manager

 

13. Raising community awareness about access and eligibility to services, expected staff behavior and client feedback and safeguarding mechanisms, and how to use them.
14. Collecting and recording client feedback while carrying out project activities.
15. Reporting on client needs, preferences, and feedback to their supervisor.
16. Perform other duties, as required by the supervisor in order to support the protection program.
