Context

The Norwegian Refugee Council (NRC) is an international non-governmental organisation of Norwegian origin, present in more than 25 countries worldwide. NRC has been working in the Democratic Republic of Congo since 2001. Its programmes focus on the sectors of Education, Rapid Response to Population Movements (RRMP), Protection from Violence (PfV), Shelter, Wash, Livelihood and Food security, and Information, Counselling, and Legal Assistance (ICLA) in favour of populations forced to move.

NRC is the lead of an EU (IcSP)-funded project in Eastern DRC, implemented in Consortium with International Alert, Search for common Ground and Justice Plus. The project’s overall objective is to contribute to peacebuilding and stabilisation efforts in the province of Ituri through the promotion of social cohesion. The project duration is 18 months, starting from October 2024. The project proposes to address the causes and consequences of some of the historical, land and identity-based conflicts found in Ituri, such as those between some farmer and pastoralist communities, power conflicts or conflicts in mining sites. Through the reinforcement of social cohesion, community reconciliation and sustainable solutions to displacement and by providing support for trauma healing, NRC and its partners seek to enhance social cohesion in the targeted areas, keeping communities at the heart of the intervention. NRC will implement conflict-sensitive analyses and early warning mechanisms for protection/social cohesion alerts for all the Consortium members, implement centers for information and legal assistance, support information and negotiations on access to housing, land and property as well as support conflict-resolution mechanisms in ICLA and Humanitarian Mediation and community action plans to reinforce social cohesion.

 

What you will do:

The Project Manager Social Cohesion is responsible for managing the day-to–day activities of the project for NRC and is the focal point for all activities that facilitate integrated programming in the areas of operation. The purpose of this role is to facilitate overall grant management for NRC within the grant, representing NRC in the Consortium, information sharing, coordination and reporting.

  1. Contribute to develop and update violence protection strategy, SoP /technical guidelines and macro-logical frameworks.
  2. Coordinate and manage project implementation (develop tools, monitor activities, manage budget and project documentation) in line with proposals, strategies and donor requirements
  3. Implement technical direction and ensure high technical quality of projects
  4. Identify and implement appropriate intervention in rural and urban contexts in coordination with other CCs
  5. Develop partnerships in the humanitarian community and coordinate with relevant authorities to design solutions to identified problems
  6. Support the country office in its reflections on the development of core competence in PfV in DRC, focusing on protection analysis, monitoring tools, information management systems and advocacy to prevent and respond to violence and coercion suffered by people in target areas.
  7. Conduct needs assessments in line with NRC’s humanitarian access strategies
  8. Provide regular progress reports to the Area Managers, the Consortium Director and the Head of Programmes (HoP)
  9. Contribute to the development of advocacy materials
  10. Research and analyse the evolving of   Protection issues, housing, land and property (HLP) and legal identity context in the area and adapt the programme accordingly
  11. Support with the set-up of the Consortium and represent NRC in Consortium technical working groups
  12. Ensure capacity building of project staff and transfer key skills
  13. Liaise and collaborate with relevant local authorities and other key stakeholders

 

What you will bring:

Generic professional competencies: 

  • Minimum 3 years of experience from a senior-level project management position in a humanitarian/recovery context
  • Experience from working in complex and volatile contexts
  • Technical expertise in at least one of the implementation sectors (ICLA, HLP, Civil documentation, CDR, Humanitarian Mediation, Protection and Conflict Analysis)
  • Experience working in a Consortium or in coordination mechanisms
  • Fluency in French and English, both written and verbal. Knowledge of Swahili a plus.

Context/ Specific skills, knowledge and experience: 

  • Knowledge of the context in DRC, and especially in Eastern Congo
  • Knowledge of the legal infrastructure in DRC
  • Previous experience in managing teams in difficult context with access and security constraints
  • Knowledge in NRC Protection for Violence core competence
