Work Context

CESVI is currently responding to the humanitarian crisis followed to the conflict in Ukraine.

The intervention is focused on the protection, psychosocial support and mental health of the most vulnerable population affected by the conflict, especially in Kherson, Mykolaiv and Kharkiv. CESVI is working also in the health sector in Donetsk Oblast and Kharkiv Oblast.

JOB DESCRIPTION

The collaboration will start in December 2024/January 2025.
The main duty station will be the Country Office in Kyiv, with regular missions in sub office in Kharkiv or in other areas (Kharkiv, Mykolaiv, Kherson, Sumy, Donetsk or where required).

The Protection specialist is responsible for the development, implementation, and monitoring of the overall Protection programming portfolio in Ukraine.

In particular, s/he will:

  • Provide technical support in the implementation of protection activities as per expected outputs, outcomes and impact, and the timeline set for all partners involved in the consortium
  • Ensure the quality of protection assistance through the development of tools, training and other means to the staff involved in the protection activities
  • Develop, in coordination with the Programme staff, the protection components of projects proposals to institutional donors
  • Ensure the application of protection principles in all activities of the program
  • Support the implementation of CESVI country strategy in the country, strengthening relations with donors, participating to the cluster, leading on need assessment, etc
  • Hold the function of Country Safeguarding Focal Point

MAIN RESPONSIBILITIES:

  • Provide technical guidance on the implementation of protection-related activities, ensuring that project deliverables and activities are of high quality.
  • In coordination with the Programme team, develop a relevant and effective Protection Strategy and its integration with other sectors.
  • Ensure compliance with the IASC guidelines for mental health and psychosocial support in emergency settings, Sphere standards and Child Protection Minimum Standards.
  • Review and create technical materials and tools (e.g. training materials, activities manuals, tools).
  • Provide technical guidance on the implementation of protection activities, delivering training to strengthen the capacity of the consortium partners on Protection mainstreaming, Child Safeguarding (CS), Protection from Sexual Exploitation Abuse (PSEA) policies, Protection case management
  • Monitor and evaluate all project aspects, including proper identification of beneficiaries, according to protection minimum standards and principles and CESVI’s standards and procedures, with a view to recommending appropriate action for enhanced project implementation and monitoring.
  • Keep abreast of policies, international standards, and best practices relating to the rights of IDPs, and vulnerable populations, and in particular, protection of women’s and children’s rights
  • Work with the protection staff of the consortium partners to ensure supervision of activities implemented by the local partners providing technical guidance where needed
  • Participate to relevant clusters (Protection Cluster; CP AoR; GBV Aor)
  • Take the lead in carrying out needs assessments (from the realization of tools to the final analysis and report)
  • Support and develop project proposal with the Programme team
  • Guide and oversee the implementation of the safeguarding measures in Ukraine, in line with CESVI safeguarding system and policies.

ESSENTIAL REQUIREMENTS

QUALIFICATIONS:

  • Bachelor’s Degree in humanitarian assistance, social work, human rights, international law, social studies or another appropriate field; Postgraduate degree preferred

PROFESSIONAL EXPERIENCE

  • Minimum 3 years’ experience implementing similar programming in emergency settings; of which at least 1 year must be in the field of Protection in emergency
  • Technical knowledge of protection standards and principles with proven experience in using IASC guidelines for mental health and psychosocial support in emergency settings and minimum standards for Child Protection
  • Proven experience in delivering protection training in emergency settings
  • Proven experience in delivering case management for adults and children in emergency settings
  • Proven experience in capacity building of national and international staff in protection programming, standards and principles
  • Proven experience in integrating protection with other sectors such as cash, wash, and education
  • Prior experience in developing protection strategies and project proposals for institutional donors
  • Demonstrates commitment to gender equality. Promote and integrate gender analysis and mainstreaming into humanitarian programming
  • Fluency in English (written and spoken)
  • Solid knowledge of NGO procedures, approaches and operations
  • Proven experience in implementing/monitoring safeguarding measures, including Child safeguarding and Prevention of Sexual Exploitation and Abuse;
  • Ability to produce timely project proposals and high-quality narrative reports

DESIDERABLE REQUIREMENTS

  • Prior experience in Ukraine
  • Experience in promoting CSO organizational development, local actor capacity building also through third-party financing
  • Certified attendance to personal security training such as HEAT

HEALTH SAFEGUARDING

CESVI pays particular attention to safeguarding the health of all the human resources of the Organisation. Therefore, in order to protect its staff, an assessment of their suitability for the position in each mission is carried out before departure. Such assessment is done by the Occupational Doctor of the Organisation, who will also examine the vaccination coverage, including the anti-Covid19 vaccination.

SALARY PACKAGE

Contract duration: 5 months renewable

Salary: 3000 – 3300€ monthly/gross
