In Latin America, DRC is currently working in Colombia, Venezuela, Mexico, Peru and implements regional programs through its Latin America (LA) office.

DRC LA office is currently looking for a highly qualified Spanish and English-speaking Protection/Analyst and Capacity Building Specialist to implement a regional protection program in various countries of Latin America.   

DRC LA office is offering a 10-month contract (renewable depending on performance and funding) based in Bogota (Colombia) with frequent (30 to 40% of the time) travel in South and Central America including Mexico. This is an opportunity for an experienced protection professional with extensive experience in field Protection and legal aid programming, as well as capacity building to support and strengthen protection capacities in South and Central America including Mexico.

 

About the job

The Protection Specialist/Analyst and Capacity building (PSACB) will be part of the DRC LA regional office implementing projects aiming to strengthen the overall humanitarian response to mitigate protection risks associated with mixed migration flows and displacement situations in Latin America. DRC LA’s program includes protection and legal aid needs analysis as well as technical support and capacity building to DRC’s partner in Peru. Additionally, the PSACB will support DRC LA Protection capacity building teams in providing technical trainings to local and national NGOs in various countries in the region as part of DRC LA’s localization agenda and programme for strengthening national organizations’ Protection response capacities.  

The position will be based in Bogotá and include duty travel (30 to 40% of the time) in Perú, South/Central America, and Mexico, including the regional hub of Panama.

 

Main responsibilities                                                                        

  • Work closely with the Protection Manager and colleagues to ensure that DRC Protection and legal aid analysis are designed and developed.
  • Direct Protection technical support to DRC´s partner in Peru including activities follow up and capacity building as required.
  • Develop tailored protection training curricula according to identified training needs for national NGOs in the region, especially in Legal aid.
  • Ensure systematic documentation of/and reporting on technical support and capacity building results.
  • Ensure all MoVs related to the activities implemented are systematized and reported. Baseline and post training evaluation methods incorporated into the project in compliance with donor obligations.  
  • Organize, plan, and deliver Peru/regional protection trainings in coordination with internal DRC LA Capacity building team and external stakeholders.
  • Coordination with key Protection stakeholders at the regional and national level as required.
  • Document best practices.
  • Provide field accompaniment to DRC’s partner in Perú.
  • If required, provide field accompaniment to selected national NGOs for the implementation of short Protection projects.
  • Other tasks assigned by supervisors.

Reports to: DRC LAC Protection Manager.               

Technical line: DRC regional protection Coordinators. DRC country Protection Coordinators.

                                                                                                           

Required experience and competencies:                                                                            

  • Minimum of three years’ experience in working in general Protection/legal aid humanitarian projects at national and/or international level.
  • Excellent understanding of International Human Rights Law, International Humanitarian Law and International Refugee Law
  • Experience in working in humanitarian protection sector in complex crisis situations.
  • Field experience in general protection/legal aid programming for at least 2 years.
  • Prior experience with Protection Information Management (PIM) for humanitarian organizations. Prior participation in PIM training is desirable.
  • Excellent analytical skills, good ability in collecting and interpreting data, designing and producing protection and legal aid analysis. Previous academic experience in producing high quality documents is desirable.
  • Experience in delivering protection training using an adult learning approach.
  • Experience working in diverse settings/contexts and at both the field and global level, preferably in the Latin America context.
  • Knowledge and working experience with refugees, migrants and IDPs in Latin America is an asset.
  • Full proficiency in Spanish and English is required.

 

Key skills required.

  • Proven experience leading capacity building initiatives related to humanitarian protection and legal aid.
  • Proven experience in organizing and delivering training events, hereunder excellent trainer skills.
  • Proven experience in designing and delivering Protection and Legal aid needs analyses.
  • Demonstrated knowledge and understanding of the Protection Information Management framework.
  • Knowledge of key protection principles, standards and understanding of a holistic approach to protection, and the ability to incorporate these into operational and technical solutions,
  • Understanding of existing and new technological solutions for information management in humanitarian contexts.
  • Familiarity with the GPC’s PAF and LAAF is an asset.
  • Excellent communication – written and oral presentation skills.
  • Excellent coordination skills.
  • Excellent interpersonal skills and ability to establish and maintain effective partnerships and working relations in a multicultural and multi-ethnic environment with sensitivity and respect or diversity, including ability to facilitate collaboration across institutional mandates.
  • Demonstrated ability to manage and coordinate diverse issues simultaneously and to develop clear goals, establish priorities and allocate time and resources appropriately.
  • Ability to work under pressure and manage tight deadlines.
  • Commitment to continuous learning and willing to keep abreast of new developments in the field of protection information management specifically and humanitarian response more generally.

Required education.                                                                         

    • Advanced university degree (master’s degree or equivalent) preferably in Law, but also Political Science, Human Rights and other related fields are relevant. A relevant combination of academic qualifications and extensive experience may be accepted in lieu of an advanced university degree.                                                                                   

 

Contract length: 10 months renewable depending on performance and funding. Fixed terms contract according to Colombian labor law including all employer social contributions.  

Salary Level: G1 -Non management with gross salary starting at COP 6.748.000, starting salary progression depending on experience.

Benefits: Prepaid medicine benefit for the employee fully covered by DRC extendable to all family members at a convenient rate. 15 days paid leave per year.

This position is open for national contracts only.

Designation of Duty Station: Bogota, Colombia with frequent travels in the region.

Start date: As soon as possible not later than 10/06/2024.
