Protection Specialist – Monitoring and Analysis

Duty Station : Yangon with 80 % travel to all field sites including Northern Shan State, Kachin and Rakhine

Report to : Country Office Protection Manager

Direct Report : NA – technical supervision of AO staff

Overall purpose of the role:

The Protection Specialist – Monitoring and Analysis is responsible for developing and strengthening DRC’s protection monitoring and analysis systems. This role will lead the design and implementation of Protection Monitoring, Rapid Protection Assessments (RPA) and protection analysis under all activities focusing on protection risks, capacities and vulnerabilities. The Specialist will work closely with program teams, partners, and field staff to build capacity for effective data collection, analysis, and reporting. This position is critical for ensuring that DRC’s protection responses and advocacy work are evidence based and responsive to emerging protection concerns.

Responsibilities:

The Protection Specialist (Monitoring and Analysis):

  • Lead the design and development of a protection monitoring and analysis system that captures key protection concerns, risk factors, and vulnerabilities across target areas.
  • Establish clear methodologies, tools, and indicators for data collection, ensuring alignment with international protection standards and the PAF.
  • Develop protection monitoring and RPA tools that are in alignment with the PAF.
  • Develop/update (SOPs) for protection monitoring to standardize processes and ensure data quality, reliability, and ethical considerations in data handling.
  • Support teams undertake protection analysis using a contextualized PAF to identify threats, vulnerabilities, and capacities through weekly analysis meetings with AO PM Officers.
  • By working closely with PMR officers, TLs and PMs, ensure the timely submission of PMRs and RPA reports
  • Review and finalize monthly PMRs and ad hoc RPAs for sharing with the CO PM
  • Provide ongoing training and technical support to protection staff and partners on protection monitoring techniques, data collection methods, and data analysis.
  • Develop and contextualize RPA tools and guidelines according to international standards and best practices.
  • Support to DRC static protection teams and mobile response teams to conduct RPAs in current operational areas, providing technical support to other protection actors on RPAs operational in areas of fresh displacement.
  • In collaboration with the PIMS, oversee the establishment and maintenance of databases and information management systems for PM and RPA.
  • Ensure data protection and confidentiality standards are upheld across all monitoring systems, in line with organizational policies and international guidelines.
  • Contribute to the development of advocacy documents, briefs, and position papers based on protection monitoring data to highlight critical protection issues affecting vulnerable populations.
  • Support to translate monitoring and analysis findings into accessible advocacy messages, supporting DRC’s efforts to raise awareness and influence policy at the local, national, and international levels.
  • Support with timely and relevant information sharing with internal and external stakeholders, respecting confidentiality and data protection standards.

Experience and technical competencies:

  • Degree in Human Rights law or another relevant social science; Masters would be an advantage.
  • Minimum 3 years of experience working for an INGO in the protection sector, including CBP and prevention experience. 
  • Experience working in protection.
  • Proven experience working in Protection programming including experience in protection monitoring and analysis, Human Rights Monitoring or research
  • Experience providing training on protection topics including provision of remote technical support
  • Experience working with national partners, local/government authorities, and UN organizations
  • Excellent skill in MS Word, Excel, and PowerPointFull professional proficiency in English and a Myanmar language.

Conditions

Contract: DRC will offer the successful applicant a DRC’s Regular contract included 3-month probation. Renewable depends on both funding and performance. Salary and conditions will be in accordance with DRC’s Terms of Employment. The position is placed in Employment Band G – non management.
