Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Protection Specialist to be responsible for the implementation of DRC’s protection monitoring program in DRC Iraq’s areas of operation.

 

About the job

Under the direct supervision of the Head of Programme and the technical supervision of the Protection Coordinator, the Protection Specialist is responsible for the implementation of DRC’s protection monitoring program in DRC Iraq’s areas of operation. Protection monitoring focuses on continuous analysis of the protective environment in Iraq, in order to identify trends and emerging protection risks with the objective to inform response and advocacy, as well as to facilitate referrals of the crisis-affected persons to relevant services. Under the supervision of DRC Protection Coordinator, Protection Specialist will lead on updating the protection analysis and designing a protection monitoring methodology appropriate for the prioritized risk patterns and locations, the design of data collection systems, analysis of quantitative and qualitative data generated through protection monitoring activities, the generation of information products, and oversee the conduct of referrals and information sessions about available services. The Protection Specialist will also be expected to feed into reporting and other evidence generation exercises as relevant. The position will work closely with the inter-agency Protection Platform in Iraq with the support of DRC’s Protection Coordinator.. Your main duties and responsibilities will be:

 

Main Responsibilities:

  • Under the supervision of DRC Iraq Protection Coordinator, and with guidance from DRC Regional Protection Coordinator, design a protection monitoring methodology appropriate for the prioritized risk patterns and locations in line with the updated protection analysis and DRC’s global Protection Monitoring Guidance.
  • Lead on developing, updating, and rolling out of data collection tools and methodologies including determining relevant samples.
  • Lead on developing capacity building plans and implementing training for protection staff assigned to protection monitoring and for relevant partners.
  • In close collaboration with DRC Iraq Information Management Officer, support in developing, implementing, and maintaining DRC Iraq’s protection information management system for protection monitoring.
  • Work closely with DRC and partner protection monitoring teams to ensure timely and accurate data collection and sharing in line with the adopted protection monitoring methodology, and to clarify information and conduct data triangulation with other sources to ensure accuracy.
  • Support DRC Iraq IM Officer in ensuring appropriate data processing.
  • Lead on data analysis and produce regular protection reports and analysis in line with the global Protection Analytical Framework and standard terminology, highlighting key protection risks patterns and trends, in coordination with other partners, DRC Protection Coordinator, Advocacy Coordinator and Head of Programme.
  • Carry out regular field visits to monitor the data collection process for quality assurance.
  • Regularly review data collection methodologies and quality of information collected in order to change, update, and improve tools and systems in collaboration with Protection Coordinator.
  • Follow up closely on contextual developments to propose new thematic areas of focus to research.
  • Produce thematic reports in consultation with DRC Protection Coordinator, Advocacy Coordinator, and partners.
  • Support dissemination and presentation of findings to relevant partners and donors, as agreed with DRC Protection Coordinator and in line with Protection Information Management principles.
  • Review of information dissemination material to ensure regular updates and improvement of information dissemination methodologies and content.
  • Work in close collaboration with other sectors to ensure that information collection and reporting is integrated across all sectors.
  • With support from DRC Protection Coordinator, lead on capacity development of DRC staff on Protection Information Management and Protection Analysis.
  • In collaboration with Protection Coordinator and Advocacy Coordinator, contribute to the development of position documents and other information products to inform response and advocacy.
  • Support in donor reporting and development of concepts notes and proposals for future programing.
  • Maintain effective working relationships with UN agencies, NGOs, INGO, government authorities, and other key stakeholders to ensure active coordination, collaboration, and responsible information dissemination.
  • Undertake other relevant tasks as requested by Head of Programme.

Qualifications & Preferred Skills

About you

To be successful in this role we expect you to at least 4 years of relevant experience. Moreover, we also expect the following:

 

Required

  • Minimum 4 years of practical experience in protection working for an INGO, with at least 4 years practical experience in research or protection monitoring.
  • Excellent knowledge of research/protection monitoring methodologies, experience in development and roll out of data collection and processing tools for trends analysis over time.
  • Proven experience in protection analysis including  ability to interpret, analyze and synthesize information.
  • Familiarity with international human rights, international humanitarian law, refugee law, and regulatory frameworks for internal displacement, as well as Protection Analytical Framework, and Protection Information Management principles.
  • Demonstrable experience producing protection reports under tight deadlines using both qualitative and quantitative research methodologies.
  • Strong interpersonal communication skills and ability to coordinate constructively and respectfully among people from varied backgrounds
  • Computer literacy (Microsoft Excel, Outlook, Word, and PowerPoint).
  • Excellent organizational skills, ability to prioritize, and attention to detail.

 

Education:

Relevant university degree (e.g., law, psychology, social work, pedagogy or education, international Relevant university degree (e.g., law, psychology, social work, international development),

or equivalent professional qualification.

 

Language:

Fluency in Arabic and English (written and spoken).
