Job title: Protection Team Leader

Reporting to: Protection Manager

Location: Rhino Camp

Overall purpose of the role:

The post holder has a primary responsibility for the technical planning and implementation of project area activities and participates in District level activities including supporting synergy between and linking up local and national levels activities; managing multi-stakeholder engagement platforms at district level including the district community development officers, and any identified stakeholders in order to maintain and further enhance the protection ideology. Position holder will provide technical support and oversee activities for Protection Officers and Assistants.

KEY DUTIES AND RESPONSIBILITIES

Coordination and representation

  • Develop relationships with a range of key stakeholders including donors, Local Government and other stakeholders.
  • Representation of DRC and active participation in the local Protection Sector and relevant sub-sectors/working groups.
  • Close co-ordination of project implementation with partners (UN agencies and national/international NGOs), including referrals, protection gap analysis, advocacy.
  • Maintain/establish rapport with government authorities, UN agencies, international and local NGOs as required.

Project development and implementation

  • Responsible for initiating concept papers and proposal development on the thematic areas of protection, conflict management, child protection and GBV in particular. Also identify protection gaps with a view to generating ideas for future projects with strong beneficiary impact.
  • Take lead to develop new thematic areas according to the analysis of the protection situation and risks.
  • Contribute to the development and roll-out of the Protection Strategy
  • Responsible for the development of detailed project implementation plans, budgets and funding proposals at the field level under the supervision of the Protection Manager and in coordination at national level with the Country Protection Coordinator, Head of Programme and MEAL Manager/ Officer.
  • Provide technical support, and link DRC Imvepi programme to relevant protection standards, protection mainstreaming and ensuring a rights-based approach to all programming.
  • Ensure that a common strategy, approach and tools are implemented and reviewed/ updated for all protection components across DRC’s multi-sectoral programmes in Imvepi.
  • Work closely with the Protection Manager to maximize programme output and impact.
  • Coordinate planning, implementation, monitoring and evaluation of protection- related projects in Imvepi.
  • Make sure that projects adhere to protection standards and principles as well as DRC guidelines and accountability standards.
  • Contribute to the advocacy strategy based on assessment of protection situation and risks.
  • In collaboration with the Project Manager/Head of Office prepare quality and timely monthly, quarterly and annual reports.

Grants Management and Reporting

  • Manage and oversee all protection grants in Imvepi, develop and maintain implementation and procurement plans for all projects.

  • Ensuring effective implementation of M&E systems throughout the lifetime of the project.
  • Manage the project budget; oversee all budget expenditures and ensure they are allowable and allocable according to donor regulations; review monthly Budget Follow Up (BFU) and implementation tracking tool and collaborate with the Finance department to ensure accurate expenditures and reporting.
  • Actively participate and prepare all documents in advance of the BFU and implementation tracking meetings.

Staff development and management

  • Provide technical and programmatic leadership for the protection and community services staff in Imvepi.
  • Develop staff performance measurement and targets and appraise them based on the set targets.
  • Conduct training needs assessments of all protection-related staff and make recommendations.
  • Conduct periodic field visits to support field staffs through technical back stopping and to train duty bearers.
  • Uphold DRC’s code of conduct, values, and principles of accountability.

Logistics /Finance

  • Monitor financial commitments and expenditures against budgets and provide timely feedback on budget follow ups.
  • Liaise with DRC Administration, Logistics, and Finance Departments and the Project Manager/Head of Office to ensure smooth operation of the field office.

Experience and technical competencies:

  • Minimum of (5) years’ experience working with refugees, vulnerable communities, basic needs and distribution programming experience, and/or advocacy programs;
  • A university degree in la, social sciences, development studies, guidance and counselling or relevant fields
  • Good understanding of protection information management to improve protection outcomes;
  • Understanding of gender, protection and human rights;
  • Experience in protection interventions in line with Refugees operation with wide Knowledge in SASA methodology;
  • Experience of working with UN or Non‐Governmental organizations;
  • Good communication skills and ability to conduct training and awareness;
  • Computer skills; Microsoft Word, Excel, Power Point
  • Good organizational and management skills.
  • Familiarity with Monitoring & Evaluation for UN-funded projects desired.

Education:

  • A University degree in Law, social sciences, development studies, guidance and counselling or relevant fields;
  • Post graduate training in project planning and management;

Languages

  • Full proficiency in spoken and written English;
  • Knowledge of the local languages spoken in the operation area is an asset.
