Protection Team Leader – Child Protection works as part of DRC’s Child Protection Team in Rakhine State, under the technical guidance and supervision of the Project Manager – Child Protection based in Sittwe. This position is based in Sittwe, with travel to field locations in Sittwe, Pauk Taw, Mrauk U and Kyauktaw townships, working with conflict affected communities in and out of camps including Rohingya and Rakhine communities. The main responsibility of this position is to lead the implementation of DRC’s Child Protection activities, particularly focusing on: identifying and appropriately addressing protection needs of the most vulnerable children and their families; providing educational and recreational activities for children in target communities; and strengthening community capacity to address child protection issues. While DRC does not have access to project locations due to travel restrictions, programming will be focused on remote management, ensuring incentive workers and other field based staff receive comprehensive supervision, mentoring and coaching as well as capacity building opportunities. The CP Team Leader may at times also be required, alongside the Specialist and CP Manager, to support DRC partners with capacity building, technical and operational guidance.
Key Responsibilities:
Specific duties will include, but are not limited to:
Leadership and Program Management:
- Provide overall staff management and leadership to the Child Protection (CP) team in Sittwe and Pauk Taw townships.
- Support and monitor staff performance and well-being through regular supervision, coaching and mentoring as well as leadership on recruitment and performance evaluation of relevant positions
- Coordinate and oversee child protection interventions in all project locations, including Child Friendly Space (CFS) activities and psychosocial support activities with children, awareness-raising sessions with children and adults, positive parenting curriculum with parents and caregivers and community level child protection activities
- Facilitate coordination with other sectors and agencies involved in child protection activities, including strengthening referral pathways and mechanisms.
- Monitor quality of comprehensive child protection case management services ensuring that case management staff are following minimum standards, Standard Operating Procedures (SOPs), and guidelines
- Engage with community leaders, stakeholders and community members to build strong relationships and trust.
Work Plans and Monitoring:
- Develop and implement comprehensive work plans with the support of the project manager to ensure the smooth implementation of child protection interventions in all project locations.
- Adaptation of work plans and different modalities for program implementations in complex situations
- Monitor the progress of activities and ensure that targets are met in a timely manner.
- Regularly visit project locations to identify issues and challenges and provide solutions for improved implementation.
- Work with MEAL to ensure monitoring of achievements and impact and application of learnings to improve quality and outcomes of Child Protection activities.
Partnerships:
- Collaborate with the CSO partners in developing project plans and strategies that align with established child protection goals and objectives.
- Oversee the implementation of CSO led child protection activities, ensuring they are carried out effectively and in accordance with project plans and guidelines.
- Provide technical guidance and expertise to the CSO partners on child protection program strategies, methodologies, and best practices.
- Deliver training and capacity-building sessions to the partner’s staff to enhance their knowledge and skills in child protection.
- Maintain strong coordination with the partner, addressing concerns, sharing feedback, and jointly making decisions to enhance project effectiveness.
Reporting:
- Prepare and submit regular reports on the status and progress of child protection activities.
- Maintain accurate records and documentation related to child protection projects, ensuring that all reports and documentation are in line with relevant standards and guidelines.
- Participate in preparing monthly/ quarterly/ annual highlights/ reports and proposals and budgets for donors
Coordination and representation:
- Collaborate with relevant internal and external technical experts on sector relevant issues with the support of CP Manager
- Represent DRC at meetings and other relevant sub sectors/ working groups meetings as assigned by CP Manager
- Support Child Protection Manager in liaising with relevant duty bearers in Sittwe and Pauk Taw townships
- Ensure integration with other DRC sectors (economic recovery team and HDP team etc)
General and Administrations:
- Support and supervise all project assistants and officers in Sittwe and Pauk Taw townships completing their performance evaluations, objectives, and wellbeing.
- Support CP Manager in the recruitment process of the project staff, updating job descriptions, publishing vacancies and following up with HR for the processes.
- Keep records and trackers of each project activities updated in systematically and confidentiality
- Support CP Manager in coordination with liaison team as necessary
- Coordinate with support services teams as necessary for the field activities and implementations
- Ensure safety and confidentiality of the collected information in accordance with DRC Code of Conduct, Protection Sector Information Sharing Protocol, and relevant DRC guidelines
PSEA and Safeguarding:
- Uphold the best interests of the child and contribute to safeguarding across the organization
- Promote PSEA mechanisms
As a Team Leader the post-holder is responsible for the following:
- Accountable for people management of employees, usually working in the same area of work
- Accountable for ensuring that agreed work plans and tasks set by the next-level up Manager are implemented on time.
- Initiating the hiring and firing of employees and conducting performance appraisals are permitted at this level, but are closely overseen by the next-level.
Experience and technical competencies:
- Relevant University Degree (eg., social work, etc) or equivalent professional qualification.
- Minimum 3 years of management experience at a mid to senior level, preferably with experience in the field of humanitarian response in organizations.
- Minimum 3 years of relevant experience working with the humanitarian or development organization.
- Proven management skills and a competence in people management
- Previous experience in Child Protection programs in both prevention and response activities
- Understanding of operational context in Rakhine State
- Commitment to learning and implementing organizational policies and procedures.
- Excellent interpersonal and communication skills.
- Full proficiency in English.
- Other local languages are considered an asset.
