The Danish Refugee Council (DRC) is one of the worlds leading humanitarian NGOs founded in Denmark in 1956. DRC has provided humanitarian assistance to people in need in Myanmar since 2009. DRC is currently engaged in humanitarian response in Rakhine, Kachin, and Northern Shan.In 2012, waves of inter-communal violence swept through Rakhine, forcing approximately 140,000 persons to flee their homes and take refuge in IDP camps spread across the state. DRC activities target these IDPs, as well as other local vulnerable populations such as host villages and isolated villages. DRC implements a multi-sector response, including Camp Management, GBV, Child Protection, General Protection, Economic Recovery, and WASH activities.

DRC Myanmar in Rakhine State is funded by ECHO, SDC, DANIDA, DFAT, USAID, SIDA and UN agencies, including UNHCR, UNICEF, UNOPS and UNFPA.

To strengthen DRCs Programme in Rakhine State, DRC is looking for a highly motivated and capable candidate to fill the position of

Reports to : Protection Project Manager -GBV Project Manager

Direct report for : Protection Staffs (GBV Officers and GBV Assistants)

The Gender Based Violence Response Team Leader oversees the design, implementation and monitoring of the Gender Based Violence Response project. The position entails technical oversight to ensure that response activities are effective and tailored to the context and learning needs of the audience. In addition, the post holder supervises GBV response services in hopes of enhancing the quality of care provided to Gender Based Violence survivors. The team leader is considered a deputy manager and therefore, also holds the responsibility to monitor that activity indicators and budget expenditure remains on track.

The role is based in Mrauk U and requires daily travel to Mrauk U and Kyawtaw displacement sites and villages including by car.

PROGRAM MANAGEMENT AND LEADERSHIP:

  • Lead the implementation of all Gender Based Violence response activities carried out in the 7 Women and Girls Centers in villages of Mrauk U and Kyawtaw and 10 Displacement Sites in of Mrauk U downtown area.
  • Oversee the sound implementation of GBV Response activities in the Women and Girls Centers
  • Supervise GBV Response officers and assistants, and ensure they comply with their duties and responsibilities.
  • Work with MEAL to ensure monitoring of achievements and impact and application of learnings to improve quality and outcomes of GBV repsonse activities.
  • Contribute to donor reporting on Response activites and national GBVIMS reports.
  • Support GBV Project Manager in monitoring GBV Response team spending and budgets, contribute to the overall GBV team budget monitoring.
  • The Response Team Leader should be prepared to support the Prevention Team leader and the GBV Manager in the overall management of the Women and Girls Centres including Prevention activities, and to contribute to the delivery of any emergency response programming.

TECHNICAL OVERSIGHT AND STAFF CAPACITY DEVELOPMENT

  • Support GBV team members and center based staff in capacity building, GBV response activities and updating GBVIMS as necessary.
  • Support the GBV manager and GBV Specialist in the harmonization of tools, resources, activities and methodologies of response activities in Rakhine state.
  • Identify gaps and capacity building needs of GBV team members and field-based staff in GBV response.
  • Co- facilitate with the GBV manager and/or GBV Specialists trainings on caring for survivors, GBV case management, GBV IMS and other workshops that meet the learning needs of the team.
  • Inform and support the GBV manager in identifying gaps and areas for improvement in relation to response activities including case management in Mrauk U and Kyauk Taw
  • Assist in regular monitoring of GBV response activities to ensure the quality of services and provide support based on the needs of partner organization for improvements.
  • Provide support to conduct regular case supervision sessions and offer ongoing mentorship and support to CSO staff, including coaching in GBV case management.
  • Co-facilitate with GBV Manager and/or GBV Specialists for GBV case management training, psychosocial support to GBV survivors, GBVIMS for partner organization if necessary.

TECHNICAL SUPPORT AND PARTNERSHIP

  • Provide technical guidance on GBV response strategies, including survivor-centered approach and best practices to partner organization according to GBV case management guidelines.
  • Collaborate with partner organizations (CSOs) to design and implement GBV response activities by ensuring they are in line with the guidelines.
  • Provide the necessary tools, materials of GBV response and PSS for CSOs
  • Ensure that CSO partners maintain accurate records and submit timely reports on GBV response activities in line with data sharing protocol.
  • Support GBV Project Manager and GBV Specialist- Partnerships with identification and development of meaningful partnerships with CSOs through provision of technical and administrative support as necessary

GENDER BASED VIOLENCE RESPONSE OVERSIGHT

  • Provide ongoing and meticulous technical support, mentoring and coaching to GBV assistants before, during and after case management sessions.
  • Ensure that DRC and Global standards and survivor centered approach are respected and implemented throughout the case management process.
  • Support the GBV Officer to provide technical supervision to GBV assistants and ensure that the case workers conduct timely follow up of GBV cases.
  • Ensure that the GBV IMS platform is correctly filled in.

ADMINISTRATION

  • Supervise all assistants and officers- Complete Performance Evaluations, Job Descriptions, leave trackers and other DRC tools.
  • Support GBV Manager in writing Job Descriptions, publish vacancies and follow up on recruitment process for GBV officers and assistants as needed.
  • Support GBV manager in the recruitment of GBV officers and GBV assistants as needed.
  • Evaluate the performance of GBV officers and assistants every 6 months.
  • Minimum 3 years relevant experience working the humanitarian or development organization.
  • 2 years of experience in working on women protection such as empowerment programs, reproductive health, counselling etc.
  • Previous experience in case management oversight and GBV activities required.
  • Experience in social work or counselling is an asset.
  • Proven leadership skills and experience supervising staff.
  • Commitment to achieve gender equality and end all forms of Gender Based Violence.
  • Demonstrated commitment to achieving gender equality, promoting womens leadership, and eliminating discrimination and violence against women.
  • Willingness to serve women affected by violence on the basis of need regardless of their ethnic background.
  • Understanding of operational context in Rakhine State
  • Excellent interpersonal and communication skills.
  • Relevant university degree (e.g., Health, social work, political science) or equivalent professional qualification
  • Advanced English proficiency
  • Fluency in Burmese and English. Additional local languages would be an asset.
