Organizational Setting
The Food and Agriculture Organization of the United Nations (FAO), together with the Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ), received funds from the European Union (EU) to implement the project PROMOVE Agribiz – Improving Rural Competitiveness in Nampula and Zambézia Provinces, Mozambique. The overall objective is to contribute to sustainable, inclusive, and broad-based economic growth and poverty reduction in the context of national food and nutrition security and climate change. In response to the food crises caused by the Russia-Ukraine conflict, the project was expanded to the provinces of Manica and Sofala with additional funding from the EU.
The project aims to achieve its objectives by (i) improving food and nutrition security and resilience among smallholders through climate-smart and nutrition-sensitive agriculture, and (ii) enhancing rural competitiveness by increasing smallholders’ participation in economic activities, fostering economic diversification, improving access to rural services, and promoting rural investment.
Under the project, FAO leads several components, including: (i) market-oriented sustainable production systems development; (ii) agricultural policy dialogue; (iii) institutional and community capacity building; and (iv) market linkages by providing tailored innovative solutions that improve sustainable and resilient production systems. The project focuses on enhancing the production and availability of diversified food, establishing national cereal reserves, and promoting nutritional education and social behaviour change communication to encourage healthy and nutritional practices.
To this end, FAO is recruiting a Provincial M&E Specialist to support the implementation and delivery of PROMOVE Agribiz results in 10 districts of Nampula and Zambézia. This position is based in Mocuba, Zambézia province with frequent travel to the project implementation sites.
Reporting Lines
Under the overall supervision of the FAO Representative in Mozambique, with the direct supervision of the Monitoring and Evaluation Specialist for PROMOVE at central level, the incumbent main responsibility is monitoring and evaluation of the project activities in the assigned geographical area.

Tasks and responsibilities
Specific responsibilities:
• Assist in developing periodic M&E plans and implementing regular M&E activities, database management, and reporting;
• Undertake regular visits to the project sites to ensure adequate implementation of activities;
• Actively oversee high quality and desegregated data collection, collation, storage, analysis, and reporting;
• Identify needs and provide training and mentoring to partners and staff to ensure the implementation of strong M&E systems;
• Assist field technicians as needed in daily monitoring and data collection and contribute to their training;
• Ensure the timely delivery of quality reports and other deliverables related to M&E and performance management;
• Actively participate in impact evaluation activities through ensuring compliance with research and data collection protocols;
• Interact with the M&E specialist in PROMOVE in Maputo suggesting improvement in data collecting tools and strategy;
• Support in identification and documentation of project success stories;
• Collect communications material (photos, videos, statements) in the field and submit to the C&V specialist;
• Perform any other duty as required
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• University degree in Agricultural Economics, Agriculture, or any other related discipline;
• Three (3) years of experience in collecting and analysing data and generating sound reports;
• Working knowledge of English and fluency in Portuguese;
• National of Mozambique.

• Ability to design and implement tools for data collection;
• Ability to maintain well-structured and up-to-date databases for complex projects
• Ability to effectively use standard office software, such as MS Office (Windows, Word, Outlook, Excel,), etc.
• Practical knowledge of data collection software (e.g.: Kobo Toolbox, surveyCTO, ODK)
• Proficiency in use statistical software package for data analysis (SPSS, Stata, InfoStat, etc)
• Experience in conducting training for project staff with different backgrounds;
• Capability to write sound and comprehensive reports;
• Ability to conduct interviews with beneficiaries and partners
• Ability to take high quality photographs and make short videos.
