Introduction
UNDP has been supporting the Government and the people of Nigeria in addressing their development challenges through strengthening and building institutions that promote inclusive sustainable development, democratic governance and peacebuilding, inclusive and sustainable growth and climate change and environment. UNDP and its partners continue to support the government in the implementation of development interventions aimed at meeting the medium to long term goals enshrined in the Nigerian National Development Plan 2021-2025 and the Sustainable Development Goals (SDGs) 2030.
Since 2020, UNDP has been supporting the Nigerian government in its police reform agenda including through the development of the Framework for the Presidential Police Reform Roadmap called “A New Vision for Policing in Nigeria” (October 2021) (the Roadmap) which was subsequently approved by the President in March 2022. UNDPs ‘Supporting Police Reform Processes in Nigeria’ project contributes to the implementation of the Nigerian Government’s police reform initiative presented in the President’s roadmap. The government’s initiative is a direct response to rising conflict, insecurity, and armed violence in the country. It aims at transforming the Nigerian Police into an accountable police service enjoying the public’s trust and confidence as detailed in the Police Act 2020. UNDP’s project specifically supports the government to ensure the institutional foundation for the implementation of the roadmap is in place, specifically through the creation of the Police Reform and Transformation Office and the Presidential Reform Panel. Both entities play key roles in driving the development of a police reform agenda. UNDP, in partnership with the GSS Foundation, supports the Nigerian Police in revising and modernising its curriculum and delivery infrastructure and will provide leadership training to senior and mid-level officers to sustain reforms.
As part of this project, UNDP is supporting the Police Service Commission (PSC) for the development and deployment of the Recruitment Portal within the RAPID E-Governance Platform. This strategic decision will enable the PSC to streamline its recruitment processes, enhance transparency and fairness in candidate selection, improve efficiency and reduce the time and cost. More specifically, the online recruitment portal will streamline and manage the process of attracting, screening, testing, and appointing qualified candidates to the police force. The portal will form part of the data centre for the PSC and will serve as a centralized platform for candidates to apply and for the department to efficiently manage the recruitment process ensuring a streamlined, transparent, and efficient process. The main objectives of the recruitment portal are:
• To provide a user-friendly online platform for candidates to register, submit applications, and track their progress.
• To automate and streamline the screening process, ensuring that only qualified candidates advance to further stages.
• To facilitate online testing and assessments to evaluate candidates’ suitability for the role.
• To manage the appointment process, including scheduling interviews, background checks, and onboarding.
Initially, the portal was planned to be hosted on the premises of the PSC; however, with the change of administration, it has now been decided to migrate the portal to a cloud-based infrastructure. In this regard, UNDP Nigeria seeks a consulting firm to support the set-up of Amazon Web Services (AWS) cloud infrastructure for the recruitment portal. AWS was chosen due to its secure, scalable, and resilient cloud services which will be necessary for optimal performance, accessibility, and sustainability of the portal.
At the same time, UNDP is supporting the Nigeria Police Force’s Gender Unit will focus on enabling systematic collection, analysis, visualisation and report of Sexual and Gender-Based Violence (SGBV) episodes and trends across the country. The overarching goal is to establish a comprehensive platform for the Nigeria Police Force’s Gender Unit focusing on addressing Sexual and Gender-Based Violence (SGBV), including a systematic collection, analysis, visualisation and reporting infrastructure to enable a more evidence-based driven and holistic approach in tackling SGBV incidences across Nigeria. The proposed solution involves the development of a mobile application designed for data entry, case monitoring, analysis, and decision-making processes. This application will be tailored for use by gender officers at police divisions, enabling them to efficiently report SGBV cases, provide updates on case progress, whether in court or during pre-court procedures, and subsequent outcomes of the cases. AWS services is also required for this application.
