Terms of Reference (TOR) for Capacity Building Training Consultant

Who is the Danish Refugee Council?

Founded in 1956, the Danish Refugee Council (DRC) is a leading international NGO and one of the few with a specific expertise in forced displacement. Active in 40 countries with 9,000 employees and supported by 7,500 volunteers, DRC protects, advocates, and builds sustainable futures for refugees and other displacement affected people and communities. DRC works during displacement at all stages: In the acute crisis, in displacement, when settling and integrating in a new place, or upon return. DRC provides protection and life-saving humanitarian assistance; supports displaced persons in becoming self-reliant and included into hosting societies; and works with civil society and responsible authorities to promote protection of rights and peaceful coexistence.

Danish Refugee Council(DRC) established operational presence in Sudan in 2004 providing support to conflict-affected population in the west of the country. With the outbreak of recent conflict in 2023, DRC pivoted to an integrated humanitarian response to meet the urgent needs of IDPs, refugees, migrants, and host communities, providing protection services, mobile Camp Coordination and Camp Management (Transit camp of Maicao), Multi-Purpose Cash Assistance (MPCA), distribution of non-food items, and prevention and response to Gender Based Violence (GBV). Through Humanitarian Mine Action (HMA) programming, DRC provides EORE to communities at risk of encountering explosive ordinance. At present, DRC has programmatic presence in Central and South Darfur, South Kordofan, Gedaref, White Nile, Al Jazirah and Khartoum.

Purpose of the consultancy

The Danish Refugee Council based in Sudan seeks proposals from a consultant to adapt DRC’s SoPs, Tools and training materials for an offline capacity building platform to be used by first-line emergency responders in Sudan. The training content will focus on the following key areas: protection, gender-based violence, safety and security, data collection, MEAL (Monitoring, Evaluation, Accountability, and Learning), and multipurpose cash assistance. Each training shall have a pre-test and post-tests exercise to evaluate the impact of the training.

Background

DRC Sudan is currently pursuing a strategy which aim to enhance its portfolio related to localization in emergency. DRC Sudan is working closely with grassroot organizations and Local NGOs to increase the outreach of the response in hard-to-reach areas through local partners. DRC Sudan seeks to reinforce first-line humanitarian responders through offline training on humanitarian principles to maximise the impact of the response and empower local actors. The consultant is expected to adapt DRC Sudan Tools, SoPs and training materials on an offline interactive learning platform.

Objective of the consultancy

The purpose of this consultancy is to adapt DRC’s Standard Operating Procedures (SoPs), tools, and training materials for an offline capacity-building platform designed for utilization by first-line emergency responders in Sudan. The training will specifically target essential areas, including protection, gender-based violence, safety and security, data collection, MEAL (Monitoring, Evaluation, Accountability, and Learning), and multipurpose cash assistance. Each training module will incorporate pre-test and post-test exercises to assess the effectiveness of the training.

  1. Multi Purpose Cash Assistance Provision (Assesment and Distribution Principles)
  2. Protection Mainstreaming
  3. Beneficiary Identification and Referral
  4. Multi-sectoral Rapid Needs Assessment
  5. Basic MEAL (Monitoring Evaluation, Accountability and Learning) Training
  6. Basic Safety and Security Training in Humanitarian Work

The consultant will be required to design content as per inputs provided by DRC Sudan including digitalizing the training content in a user-friendly format and designing relevant pre and post test to measure impact of trainings. The consultant, following approval of final contents, will be responsible for uploading contents on the offline Platform used by DRC and monitoring initial feedbacks in the piloting stage and integrating these feedbacks to training contents. The consultant shall complete this work within 28-02-2024 and 01-04-2024 using DRC Standard Operating Procedures (SoPs), Tools and training materials while leveraging personal knowledge.

Scope of work and Methodology

The consultant will be required to prepare a detailed methodology and work plan indicating how

the objectives of the project will be achieved, and the support required from DRC. The consultant is expected to:

  1. Collaborate with DRC team to understand project objectives and requirements.
  2. Collect, edit, and write training modules and guides for the selected topics.
  3. Design pre and post-tests to evaluate the impact of the training modules.
  4. Uploading training contents to the offline application used by DRC Sudan in a user-friendly format and following up necessary adjustments as required.
  5. Support DRC’s teams in piloting and testing the training modules.
  6. Infuse interactive elements into the training modules to enhance engagement and knowledge retention
  7. Implement quality control measures to ensure the accuracy and effectiveness of the adapted content.
  8. Establish a feedback mechanism to collect and analyze input from the initial piloting stage, incorporating improvements into the final deliverables.
  9. Incorporate feedback from the initial piloting stage to enhance the quality and relevance of the training materials.
  10. Ensure that the final content reflects the input and requirements provided by DRC Sudan.

Deliverables

The consultant will submit the following deliverables as mentioned below:

Phase 1

Introduction

Meeting with DRC stakeholders and collection of documentation

Sourcing documentation and meet internal stakeholders

Phase 2

Training Development

Upload of interactive training in the offline learning platform

Design and upload the interactive training in Arabic on the offline learning platform in coordination with DRC stakeholders. DRC team will need to endorse the quality of the training content once finalized.

Phase 3

Conduct the training

Delivered at least 100 offline training

In coordination with the Emergency Response Coordinator, provide access to the offline learning platform to at least 1,000 first-line emergency workers and incorporate feedbacks as necessary.

The Consultant will provide the documentation by email to bashar.abboud@drc.ngo and manfredi.miceli@drc.ngo. The consultants must also request endorsement for the completion of each deliverable to the above-mentioned DRC Sudan staff. The content shall be uploaded and finalized in Arabic on the offline learning platform and reviewed by DRC Sudan stakeholders.

Duration, timeline, and payment

The total expected duration to complete the assignment will be no more than 10 working days. Expected duration to finalize deliverables within this time frame is 10 working days in total which is subject to change depending on the additional requirements during the consultancy. The consultant shall be prepared to complete the assignment no later than 02-04-2024.

Payment should match the deliverable requirement and DRC Sudan will pay the work done by the consultant upon satisfactory completion of all the deliverables.

Eligibility, qualification, and experience required

Essential:

  • Minimum 5 years of experience in learning and development/capacity strengthening.
  • Experience working with humanitarian and development organizations.
  • Demonstrated ability to design engaging and participatory remote training.
  • Proficiency in adult learning principles, creative learning methodologies and working with digital training platforms.
  • Experience in developing training based on existing standards and materials.
  • Knowledge and experience in MPCA, Protection, Gender-Based Violence, MEAL and relevant humanitarian standards.
  • Fluent in English and Arabic (oral and written)

The selected consultant will work under the supervision of:

Location and support

The consultant will be allowed to work remotely or in Sudan, travel to Sudan should be arranged by the consultant and DRC Sudan has no responsibility over the travel arrangement. Moreover, the consultant will provide her/his own computer and mobile telephone.

Evaluation of bids

The selection of the Capacity Building Training consultant will be based on the following criteria with their respective weights:

  • Relevant Experience in Learning and Development/Capacity Strengthening (Weight: 15%)
  • Demonstrated Ability to Design Engaging and Participatory Training (Weight: 10%)
  • Proficiency in Adult Learning Principles, Creative Learning Methodologies, and digital training platforms (Weight: 10%)
  • Experience in Developing Training Based on Existing Standards and Materials (Weight: 15%)
  • Knowledge and Experience in MPCA, Protection, GBV, MEAL, and Relevant Humanitarian Standards (Weight: 20%)
  • Interview Performance (Weight: 30%)

  • Email attachments shall not exceed 4MB; otherwise, the bidder shall send his bid in multiple emails.
