In Syria, the Humanitarian Country Team is working to strengthen system-wide protection from Sexual Exploitation and Abuse across the humanitarian response. In alignment with NORCAP’s mission, we are supporting the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) in recruiting a PSEA Coordinator to lead and coordinate inter-agency efforts to prevent and respond to sexual exploitation and abuse.

This role is based in Damascus, Syria, reporting to the UN Resident and Humanitarian Coordinator for Syria, for 1 year with the possibility of extension.

The PSEA coordinator is responsible for coordinating and supporting the collective action, capacity building, and safeguarding the dignity and rights of communities affected by crisis.

We are looking for a dynamic professional with:

Proven expertise in protection, gender-based violence, or related humanitarian fields
Strong inter-agency coordination and leadership advisory skills in complex emergencies
Fluency in Arabic and excellent English communication skills
Demonstrated ability to engage with diverse stakeholders, from community leaders to senior UN officials

Key Responsibilities

As the inter-agency PSEA Coordinator, you will take on the following responsibilities:

Lead the development and implementation of an inter-agency PSEA Action Plan informed by SEA risk assessments
Coordinate and support the PSEA Network, ensuring coherence and technical alignment across member agencies and organisations
Facilitate community engagement and feedback mechanisms in collaboration with Accountability to Affected Populations (AAP) actors
Strengthen internal PSEA programmes of Network members through technical guidance and capacity building

Collaborate with clusters, Protection, GBV and Child Protection actors to mainstream PSEA and ensure survivor-centred approaches
Support the development of SOPs covering the entire country for complaint referral and reporting mechanisms that are safe, accessible and culturally appropriate
Monitor SEA trends and support strategic decision-making through data analysis and reporting to senior leadership
Promote proactive outreach and information sharing with external partners and stakeholders

Requirements and Qualifications

To excel in this role, candidates should possess the following qualifications and skills:

Minimum 7 years of relevant experience in protection, gender-based violence, or related humanitarian fields
An advanced university degree in Human Rights, International Development, International Relations, Gender Studies, or a related field. A bachelor degree in combination with a minimum of 9 years of relevant experience may be accepted
Proven field experience in complex emergencies, humanitarian or development settings,
Inter-agency Coordination experience, ideally in PSEA coordination

Strong understanding of international humanitarian architecture and UN coordination structures
Fluency in Arabic and excellent command of English (written and verbal)
Demonstrated ability to engage with diverse stakeholders and lead inter-agency networks
