Title: Psychiatrist (not employed by MOH/Retired)

Duration: 4 Hours per day/ 80 hours per month / 5 Months

CONTEXT: Médecins du Monde – France (MdM) is a global humanitarian medical organization. Founded in 1980, it is registered in Iraq with the Department of Non-Governmental Organizations at the General Secretariat of the Council of Ministers under number (2L78606) dated 17/07/2017 number 3210. MdM has already signed a working partnership with the Ministry of Health and the Environment, the Department of International Health and the Directorate of Operations and Emergency Medical Services for the years 2020 to 2022. After several years of emergency programs, WHO conducted a multi-sectoral health needs assessment in four governorates (Baghdad, Basra, Dhi Qar and Sulaymaniyah) in 2002. The survey’s aim was to explore potential public health needs in these target areas. The results showed a significant increase in the use of amphetamine-type stimulants (ATS) among younger groups in a short period of time. In light of these findings, and in line with the priorities of the Iraqi government and the Iraqi Ministry of Health in -addressing mental health, our organization, in collaboration with the Iraqi Ministry of Health, decided to respond by providing health services to drug users in Baghdad.

Based on the above assessment results, the project began its inception phase in Baghdad Governorate in September 2023, with the aim of identifying risk factors and assessing existing community-based protective measures as well as local stakeholders and potential partners.

A research authorization was granted by the Ministry of Health on 04/09/2023 (attached letter No.3798) to investigate the comorbidity risks between ATS use and infectious diseases.

To implement our response and lead this research while guaranteeing the services access as close to the community targeted as possible, MdM opened a community center where MHPSS innovative activities will be proposed, and research will take place. Working relations The consultant reports directly to programme coordinator.

Duration of Work: 5 months

Main responsibilities To provide psychiatric expertise and technical support to MHPSS service delivery at the Zayouna Community Center and contribute to broader national mental health strengthening efforts.

The Consultant Psychiatrist Will:

1. Service Delivery

• Fulfill duties as a psychiatrist at the Zayouna Community Center, including assessment, diagnosis, treatment planning, and medication management for clients in need of psychiatric care.
• Conduct CBT or interpersonal sessions

2. Programmatic and Center-Based Support

• Participate in and contribute to MHPSS activities held at the center, including psychoeducation sessions, awareness events, and staff capacity-building activities.
• Provide clinical input during internal case discussions and support the team in managing complex cases.

3. Technical and Strategic Contributions

• Attend and contribute to technical support meetings and inter-agency coordination platforms, stakeholder represntation.
• Review training materials and give feedback.
• Conduct relevant training sessions at the center when needed.
• Any other relevant duties per need.
• Contribute to the review and adaptation of training materials and other MHPSS related documentation to ensure clinical accuracy and relevance.

Essential Qualifications:

Education

• Essential: Specialized Iraqi Psychiatrist doctor authorized to work in Iraq

Professional experience 

• Proven Work in the Past with Iraqi stakeholders on the Ministry of health level
• Editorial skills – as it deals with content management or developing content
• Experience in working with government agencies, NGO’s or UNDP would be an added value. (relevant)
• More than 7 Years working experience in this Field

• This is a consultancy-based position; the consultant is not considered an MdM employee.
• The role is limited to a part-time morning shift schedule.
