Based in Lima, Peru, the Senior Officer will manage and coordinate the GGGI-led GCF Readiness program. The Senior Office will take charge of the engagement with government stakeholders, oversee and lead sustainable and climate finance deliverables and activities in the country.

The Senior Office will work within the premises of the Ministry of Economy and Finance, Directorate of International Economics, Competition and Productivity Affairs, in which relies also the National Designated Authority, and report to GGGI Andean Representative. The Senior Office will lead and coordinate a team of five local staff and consultants.

CONTEXT

Peru’s progress in advancing the implementation of its climate policy has been slow, with the country’s greenhouse gas (GHG) emissions, excluding land use, land-use change and forestry (LULUCF), increasing by 90% from about 54 MtCO2eq in 1990 to 109 MtCO2eq in 2021. Simultaneously, Peru’s economy and its population are highly vulnerable to climate change, especially water and food insecurity.

Peru faces significant barriers in addressing climate change, including limited institutional capacity to integrate environmental, social, and climate considerations into financial planning and public debt tools; local financial sector unable to effectively screen and mitigate climate risks; a lack of mechanisms to integrate climate change considerations into PPPs; and constrained institutional ability to tap into international climate funds like the GCF. These challenges affect governmental entities such as MEF, MINAM, SBS, and SMV, as well as local financial institutions and infrastructure planning bodies. As a result, the country’s climate action, sustainable development, and infrastructure resilience efforts are hindered, making it more vulnerable to the impacts of climate change.

GGGI program aims to support the Government of Peru’s climate finance efforts by delivering a set of complementary workstreams:

  • Workstream 1: Building the institutional capacity of Ministry of Economy and Finance, Ministry of Environment, and the Superintendence of Banking, Insurance and Private Pension Funds Administrators (SBS) to integrate environmental, social and climate change considerations into public debt instruments, financial planning and regulation.
  • Workstream 2: Greening Peru’s private banking sector.
  • Workstream 3: Developing a strategic framework for low-carbon, climate-resilient public-private partnerships (PPPs).
  • Workstream 4: Accelerating access to the Green Climate Fund.
PURPOSE
  • Advance and coordinate the delivery of climate and sustainable finance activities, including:Strengthening of Peru´s institutional capacity to access international climate finance;
  • Technical assistant to public and private actors on the design of thematic bonds and debt for nature swaps;
  • Technical assistance to local financial institutions to integrate environmental and social standards into their processes, procedures, and instruments to increase the availability of green finance for private sector-led low-carbon projects;
  • Integrating environmental, social and climate change considerations into public-private partnership (PPP) processes and projects, among other proposed instruments coordinated with the MEF.
  • Lead GGGI investments projects cycle, including origination, evaluation, structuring, negotiating, and financial advisory until financial close of transactions;
  • Development of concept notes and funding proposals for international climate funds, including the Green Climate Fund, Adaptation Fund and Global Environment Facility;
  • Responsible for ensuring compliance with the Government of Peru’s, GCF’s and GGGI’s processes and systems, including procurement, HR, monitoring and reporting commitments.
ENGAGEMENT
  • Lead the engagement with the Government of Peru;
  • Lead the establishment of and periodic engagement with the program steering committee;
  • Build and maintain strong relationships with the Ministry of Economy of Economy and Finance, Ministry of Environment and local financial institutions, national development banks, international financial institutions and international climate funds;
  • Engage with financial regulators to influence finance policy development and decision making;
DELIVERY
  • Assisting the Ministry of Economy and Finance, and the Ministry of Environment in the design of sustainable public finance instruments, including GSSS bonds and debt for nature swaps; among other instruments defined with the General Direction of International Economic, Competition and Productivity Affairs;
  • Developing concept notes and funding proposals for the Green Climate Fund, Global Environment Facility and Adaptation Fund coordinated with the General Direction of International Economic, Competition and Productivity Affairs;
  • Delivering capacity building to local financial institutions for the development of green credit lines and environmental and social management systems; including developing of Sustainable Finance Training Program.
  • Preparing awareness raising material and presentation on sustainable finance mechanisms and instruments and disseminating these among key government stakeholders via bilateral virtual meetings;
  • Evaluate, analyze, and report on economic and financial environment and related matters requested by the General Directorate.
REQUIREMENTS
QUALIFICATIONS
  • Bachelor’s degree in Public Administration, Finance, Economics or other related fields;
  • Preferably an advanced degree in Finance, Public Administration, Economics, Sustainable Development, or other relevant fieldPreferably 9 years of professional experience on public finance, preferably at the Ministry of Economy and Finance, Central Bank, or other institutions;
  • Preferably 3 years of experience in sustainable finance, for example thematic bonds, green credit/loans, debt for nature/climate swaps, climate funds, climate-smart PPPs, etc.Understanding of multilateral organizations´ operational modalities, systems, risks, and limitations, particularly within the Peruvian context is a plus.
  • Exceptionally organized with excellent prioritization skills.
  • Proficient communication skills, in written and oral, both in English and Spanish is required.
  • Must be a Peruvian citizen, or a foreigner holding a valid Work Visa

The program, funded by the Green Climate Fund (GCF) Readiness and Preparatory Support Program, aims to play a pivotal role in the implementation of the country’s Climate Finance Strategy (CFS) and Green Finance Roadmap (GFR) which outline strategic measures and actions to accelerate the flow of international climate finance and private sector investments towards low-carbon, resilient projects and initiatives.
